The "Pearl of the River and Ning" TV Observation Tower is located atop Xishan Mountain. Standing 188 meters tall, the tower serves as a multifunctional leisure destination that integrates TV signal transmission, sightseeing, and dining. With its fashionable and futuristic spherical design, the "Pearl of the River and Ning" TV Tower is a distinctive landmark set to become an iconic symbol of Xining City.

The base structure consists of four levels: the underground floor houses fan-shaped shops, the ground floor contains an urban planning exhibition hall and a VIP reception room, while the second and third floors above ground are used for multi-functional tower offices and on-duty facilities.

The spherical building has five floors, with a total floor area of approximately 2,036 m². The first floor is a refuge level, the second floor is the observation deck, the third floor is a bar, the fourth floor is a revolving tea lounge, and the fifth floor houses mechanical equipment. The second, third, and fourth floors are open to the public. The main tower is designed to accommodate up to 400 visitors per hour, with elevators ascending at a speed of 2.5 meters per second. On clear days, visitors can enjoy breathtaking panoramic views of Xining.
