Location: Shian Village, Mengmen Town, Liulin County, Lüliang City

In January 1940, the Anti-Japanese Democratic Government of Lishi County was established in Shian Village, Mengmen Town. It comprised various institutions including the former site of the government, the Finance Bureau, the Judiciary Department, the Taxation Department, and the Public Security Bureau. During the War of Resistance Against Japan, Shian Village served as the command center for resistance activities in Lishi. It organized and mobilized the masses to establish various anti-Japanese salvation organizations, with the goal of resisting Japan and saving the nation. The entire county was mobilized to join the fight, and over 2,200 young men and women subsequently enlisted in the anti-Japanese forces led by the Chinese Communist Party. Their contributions were invaluable in protecting Yan’an and the Jin-Sui Sub-Bureau. In mid-September 1945, the county government offices were relocated from Shian Village.

Under the leadership of the Chinese Communist Party, the Anti-Japanese Democratic Government of Lishi County became a reliable and consolidated rear base during the War of Resistance. It actively carried out various tasks, organizing and leading efforts in anti-Japanese and anti-collaborationist campaigns, rent and interest reduction, and land reform. It transformed a remote and impoverished area in western Shanxi into a vibrant rear base filled with anti-Japanese salvation fervor and echoing with the tide of unity, democracy, and progress.
