The Xiaoh River Papermaking Workshop is a cultural heritage site protected by the Kaili Municipal Government.

The Xiaoh River Papermaking Workshop is located in Jiangkou Village, Wan Shui Town. Dating back to the Qing Dynasty, it is classified as an ancient architectural structure.

On September 13, 2013, the Kaili Municipal People's Government designated it as part of the third batch of municipal-level cultural heritage protection units.

Wan Shui Town: Approved by the provincial government in 1992, Wan Shui Town is a newly established town situated to the north of Kaili City. The town government is located 37 kilometers from the city center, spanning both banks of the De’an River. It borders Panghai Town to the east, Wanxi Subdistrict to the south, Longchang Town and Dafengdong Township to the west, and [northern boundary not specified]. The town has two railway stations: Tongmuzhai Station and Jialao Station, and enjoys convenient transportation via both waterways and roads.

The town covers a total area of 78.54 square kilometers and governs 17 administrative villages, 1 residential committee, with 5,580 households and a population of 24,991.
