Huangtuliang Reservoir Water Conservancy Scenic Area is a national water conservancy scenic area.

Huangtuliang Reservoir Water Conservancy Scenic Area is located in Fengning Manchu Autonomous County, Chengde City, Hebei Province, on the first-level tributary of the Luanhe River: the Youxian River.

The scenic area is a reservoir-type water conservancy scenic area, covering an area of 11 square kilometers, with over 2 square kilometers of water surface. It boasts unique mountains, beautiful waters, picturesque scenery, a rich diversity of flora and fauna, a sound ecological environment, and profound ethnic cultural heritage. During its construction and development, relying on national projects such as the Beijing-Tianjin Sandstorm Source Control, Reservoir Reinforcement for Safety, and Hebei Province’s ecological protection initiatives, the area has invested over 30 million yuan to control soil erosion, beautify and illuminate water conservancy structures, and improve the ecological environment of the reservoir region, achieving remarkable results. The development of the scenic area has received high attention from the Fengning County Party Committee and County Government, and it has been included in the county’s “11th Five-Year Plan” for tourism development. The goal is to build a comprehensive water conservancy scenic area integrating ecology, sightseeing, entertainment, leisure, and vacation. The scenic area has now taken initial shape. In 2010, it was awarded the honorary title of “Tenth Batch of National Water Conservancy Scenic Areas” by the Ministry of Water Resources.
