Located in Shuikou Village, Shazhou Town. Between November 1932 and January 1933, the First Front Red Army, commanded by Zhou Enlai, Zhu De, Peng Dehuai, and others, achieved successive victories in three battles at Weishui Bridge, Huangshidu, and Changyuan Temple in Nancheng, creating favorable conditions for the establishment of the Jinan Base Area. In early February 1933, Shao Shiping, leader of the Northeastern Jiangxi Soviet Area, led the Red Army to recapture Zixi, and subsequently sent personnel to the border area between Nancheng and Jinxi to establish a base. Soon after, the CPC Jinan District Committee was established under the leadership of the CPC Zixi County Committee. On February 12, Shao Shiping inspected the work in the tri-county border area of Nancheng, Jinxi, and Zixi, and held a Soviet work conference at Ouxi Bridge, proposing the establishment of the Jinan Special District in the border region of Jin (xi), Nan (cheng), and Zixi. On March 1, the CPC Jinan Special District was officially established, with its district committee office located in Shuikou Village.
