In October 1932, the First Front Red Army captured Lichuan, subsequently establishing the Jian-Li-Tai Revolutionary Base (encompassing Jian’ning, Lichuan, and Taining). To connect the Central Soviet Area with the Northeastern Jiangxi Soviet Area, in early 1933, the Party organizations of the Jian’ning and Lichuan Soviet Areas sent He Lailong, He Hongbiao, and others to mobilize the masses and carry out struggles such as overthrowing local tyrants and redistributing land in Xiaoshi, Nanfeng. In April, the Xiaoshi District Committee of the Communist Party of China was established, with He Lailong, He Hongbiao, and Lai Baoxiu successively serving as district committee secretaries. In late October, the Xiaoshi District Committee held a representative conference in Wangping, Longhu, where Shao Shiping, Chairman of the Fujian–Jiangxi Soviet Government, announced the provincial Party committee’s decision to establish the County Committee of the Communist Party of China in Jiandong.
