The site of the February 7th Meeting is located within the ancient Meibei Village in Wenbei Township, Qingyuan District, Ji’an City, Jiangxi Province. It is a two-courtyard ancestral hall of the Liang family, facing east with its back to the west, consisting of a front and a rear building, connected by a 2.2-meter-wide corridor courtyard. Built with brick and wood, it remains well-preserved and has been designated as a provincial-level cultural heritage site, also listed in the “Dictionary of Scenic Spots in China.”

The February 7th Meeting, also known as the February 7th Beitou Meeting, refers to the joint conference held from February 7 to 9, 1930, by the Front Committee of the Fourth Red Army, the Western Jiangxi Special Committee, and the Military Commissions of the Fifth and Sixth Red Armies. Mao Zedong delivered a report titled “On the Political Situation and the Tasks of the Party.” The meeting discussed important issues related to politics, land reform, the Red Army, party organization, and the Soviet government, and determined that the party’s tasks were to deepen the agrarian revolution, establish revolutionary political power, and develop workers’ and peasants’ armed forces. The meeting corrected the right-leaning pessimism and erroneous practices—such as delaying land distribution or distributing land according to labor—of the Western and Southern Jiangxi Special Committees, strengthening the party’s leadership over the agrarian revolution and armed struggle. The meeting reorganized the Front Committee of the Fourth Red Army into the General Front Committee, serving as the leading body for the Fourth, Fifth, and Sixth Red Armies as well as the red regions of southwestern Jiangxi, western Fujian, eastern Guangdong, and the Hunan–Jiangxi border area, with Mao Zedong appointed as secretary of the General Front Committee. After the meeting, in accordance with its decisions, the Western and Southern Jiangxi Special Committees were merged into the Western Jiangxi Special Committee, with Liu Shiqi as secretary, and the Western Jiangxi Soviet Government was established.
