On April 17, 1932, the Political Department of the Third Red Army Corps held a joint meeting in Yingqian with the West River Special Committee and the county and district committees of Shangyou and Chongyi. In accordance with a central decision, the West River Special Committee was abolished and the Hexi District Committee of the Communist Party of China was established, with He Chang as secretary, Chen Baoyuan as head of the Organization Department, and Xie Zuoling as secretary of the Young Communist League Hexi District Committee. In early May, the Political Department of the Third Red Army Corps and the Hexi District Committee of the Communist Party of China held a joint meeting of the executive committees of the Soviet areas of Shangyou and Chongyi counties in Yingqian, while also dispatching nine work teams to develop new areas. The Security Department of the Third Red Army Corps played an important role in consolidating the Soviet areas, training worker and peasant cadres, and developing the construction of Party organizations.

In 2016, the County Bureau of Culture, Radio, Television, News and Publication secured a special fund of 1.04 million yuan from the National Cultural Heritage Administration and the Ministry of Finance for the restoration of the site.
