The Monument at the Former Site of the Fujian Provincial Committee of the CPC on Tashan is located on Tashan Mountain to the southeast of Yongtai County and adjacent to the Revolutionary Martyrs’ Cemetery of Yongtai County.

To crush the enemy’s schemes and continue leading the people of the entire province in the War of Resistance against Japan, in the winter of 1943, the Fujian Provincial Committee of the CPC relocated from northern Fujian to central Fujian. In December, Secretary of the Provincial Committee Zeng Jingbing led the headquarters and the armed forces of central Fujian from Gaoyang in Xianyou to Qingxi in Wutong, Yongtai. In January 1944, the Provincial Committee held a 20-day third training session in Qingxi, organizing responsible persons from Party organizations across the province to study documents such as Mao Zedong’s talks on rectifying the “Three Styles,” the CPC Central Committee’s Document No. 43, and the Provincial Committee’s directives on rectification. At the same time, the Provincial Committee issued instructions requiring local Party organizations to launch self-defense guerrilla warfare to thwart the offensive schemes of the die-hard faction of the Kuomintang. On February 29, 1944, a 15-member guerrilla team led by Huang Guozhang and Cai Wenhuang of the Minzhong Special Committee, including backbone members such as Guo Yongxing and Chen Shuixian, set out from Qingxi and launched a surprise attack on the Bank of Communications Hanking Branch under the Kuomintang, seizing over 4 million yuan in banknotes and more than 20 taels of gold.

The frequent activities of the Provincial Committee exposed its location. In April 1944, the Provincial Committee evacuated Qingxi and moved to Niulao Gully in Banli, Dehua. In June, it relocated back to Donghu in Yongtai. In July, the Provincial Committee headquarters moved again to Guanlie Village, Tangqian, Yongtai. The Provincial Committee successively issued the “Policy Directive on Preparing for Anti-Japanese Guerrilla Warfare” and the “Second Directive on Anti-Japanese Guerrilla Warfare” to guide the people of the entire province in carrying out armed anti-Japanese struggles. From October to December 1944, the Provincial Committee dispatched armed forces from Guanlie and Tu’er Mountain to attack the local Kuomintang forces in Huangdun Village, Wulong, Fuqing, Longtian, Zhandou in Yongtai, and the bridgehead and Zhongmen areas in Laixi (now Huating Town, Putian), Putian.

In May 1945, the Kuomintang authorities deployed heavy troops to besiege and “mop up” Guanlie Village. In mid-June 1945, six individuals—including Xue Houxin, the secretary of the Guanlie Party Branch, his wife and Party member Lin Simei, Party member Wang Xishui, and guerrillas Su Yangqi, Su Yangquan, and Su Yanglin—were unfortunately arrested and died as martyrs. The Party organization suffered severe damage and suppression. To protect the safety of the Provincial Committee headquarters, the Yongtai Party organization and armed forces closely cooperated with the Minzhong Special Committee of the CPC and its armed forces, adopting the strategy of “luring the tiger away from the mountain and exposing targets on multiple fronts” to draw the enemy toward the upper reaches of the Zhangxi Stream and engage them in a grueling battle of luring the enemy.

To commemorate the activities of the Fujian Provincial Committee of the CPC in Yongtai and to inherit and promote the revolutionary spirit of the predecessors and the people of the old revolutionary base areas, in June 1991, the Yongtai County Committee and the Yongtai County People’s Government of the CPC decided to build the Monument at the Former Site of the Fujian Provincial Committee of the CPC on Tashan to provide education on revolutionary traditions.

The monument commenced construction in September 1992, was completed in December, and the unveiling ceremony was held on December 23, together with the Monument at the Former Site of the Fujian Provincial Committee of the CPC in Guanlie. The monument is enclosed by stone pillars and chains on all four sides, with each pillar measuring 0.2×0.2 meters and 1.1 meters in height. The ground is paved with granite slabs, spanning 15 meters in width and 10.62 meters in depth, covering an area of 159.3 square meters. The main body of the monument is a large granite stone, measuring 1.205 meters in width, 0.215 meters in thickness, and 2.6 meters in height. The base of the monument has three tiers, larger at the bottom and smaller at the top, standing 0.45 meters high. The bottom two tiers are made of granite, while the top tier is cast with cement and small stones. The bottom base measures 2.29 meters on the lower side and 1.41 meters in width, the middle base measures 1.99 meters on the lower side and 1.1 meters in width, and the top base measures 1.68 meters on the lower side and 0.8 meters in width. The upper side of the top base measures 1.645 meters in length and 0.75 meters in width. Beneath the base is the monument platform, measuring 5 meters in length and 3.6 meters in width, with an area of 18 square meters. To the left of the base is a 2.55-meter-wide flower bed, and to the right is an 0.88-meter-wide pebble path. The front flower bed and permeable brick pathway extend 11.36 meters deep, covering a total area of 245.8 square meters. The front of the monument is inscribed with the calligraphy of former Director of the Standing Committee of the Provincial People’s Congress Cheng Xu: “Former Site of the Fujian Provincial Committee of the CPC.” The back of the monument bears an inscription authored and signed by the Yongtai County Committee and the Yongtai County People’s Government of the CPC, recounting the history of the Fujian Provincial Committee of the CPC relocating from northern Fujian to Yongtai and leading the people of the entire province in anti-Japanese and anti-die-hard struggles in locations such as Qingxi, Donghu (now part of Xianyou County), and Guanlie over a period of three years, as well as the significant contributions made by the masses of Qingxi, Donghu, and Guanlie in supporting the Provincial Committee’s activities and protecting the safety of its headquarters. It also documents the historical facts of six comrades—Xue Houxin, Lin Simei, Wang Xishui, Su Yangqi, Su Yangquan, and Su Yanglin—who were unfortunately arrested and died as martyrs.

From July 2009 to December 2010, during the renovation of Tashan Park by the Yongtai County Committee of the CPC, the area around the Monument at the Former Site of the Fujian Provincial Committee of the CPC on Tashan was refurbished in June 2009.
