On August 16, 1949, the 10th Corps of the Third Field Army of the Chinese People’s Liberation Army launched an attack on the Nationalist army’s defensive positions in Fuzhou from Zhuti Ting Mountain in Lingtou, Shoushan, marking the first battle in the liberation of Fuzhou. Zhuti Ting Mountain, also called Zhuti Peak, saw one of the fiercest battles in the liberation of Fuzhou. The peak is located at the northern gate fortress of Fuzhou, with an elevation of 524.4 meters and cliffs on three sides. In 1949, the 50th Division of the Nationalist 106th Army heavily garrisoned the area and set up wooden stakes and barbed wire obstacles in front of the mountain to block the main attacking route of the PLA forces heading for Fuzhou. On the evening of August 16, the 3rd Battalion of the 245th Regiment of the 82nd Division of the 28th Army launched an assault on the high ground. After fierce fighting, they successively captured two hills on the northern side of Zhuti Ting Mountain. However, their advance on the main peak was halted by evening. In the early hours of August 17, Liu Xintang, the platoon leader of the 1st Platoon of the 8th Company, led four soldiers to blow up the obstacles under heavy fire when repeated assaults had failed. All of them died heroically. Through successive charges by 9th Squad Leader Li Yuncail, Deputy Squad Leader Sun Liwen, and over ten other soldiers including Yang Jiashou and Sun Dejun, who gave their lives to break through, the northern gate of Fuzhou was finally opened. The final victory at the Battle of Zhuti Peak was achieved with their blood, clearing the way for the liberation of Fuzhou. In the early hours of August 17, the 10th Corps of the Chinese People’s Liberation Army advanced triumphantly from Xiaobeiling toward Fuzhou City, liberating the entire city.

Construction of Bayiqi Revolutionary Martyrs Park officially began in February 1999 and was completed on August 17, 1999, the 50th anniversary of the liberation of Fuzhou. The park is built along the mountainside and mainly consists of an archway, a memorial monument, and a martyrs’ cemetery. The main gate archway is 10.75 meters tall, with four pillars and three gates. The horizontal plaque inscribed with “Bayiqi Park” was written by General Wang Zhi, former deputy political commissar of the Fuzhou Military Region and vice chairman of the Standing Committee of the Fujian Provincial People’s Congress. The four couplets on the archway were composed and calligraphed by six poets and calligraphers from the province and city. The main structure of the memorial monument is made of concrete, with the gilded inscription “Bayiqi Revolutionary Martyrs Memorial Monument” engraved on the body of the monument. Three sides of the monument base are adorned with bas-reliefs depicting the Battle of Zhuti Ting Mountain, recreating the intense scenes of battle and the joy of victory shared by soldiers and civilians. One side is inscribed with a summary of the battle, forever commemorating the martyrs’ heroic deeds. The martyrs’ cemetery is located on the hillside behind the monument. It has a domed shape and covers an area of 14 square meters. Currently, the remains of nine martyrs who died in the Battle of Zhuti Ting Mountain are buried here, while the remains of other martyrs are still being searched for.

In July 2001, Bayiqi Revolutionary Martyrs Park was designated as a Fuzhou Municipal Cultural Relics Protection Unit by the Fuzhou Municipal People’s Government. In the same month, it was also established as a Fuzhou Municipal Youth Moral Education Base and a Fuzhou Municipal Patriotic Education Base by the CPC Fuzhou Municipal Committee and the Fuzhou Municipal People’s Government. In September 2009, it was recognized as a Fujian Provincial Party History Education Base by the Party History Research Office of the CPC Fujian Provincial Committee.
