The former site of the Central Committee of the Communist Party of China in Fuzhou is located at No. 13, Fosi Lane, Cangqian Subdistrict, Cangshan District, Fuzhou City.
In 1931, Japanese imperialism orchestrated the long-planned “September 18th Incident” in Northeast China, accelerating its invasion of the country. The barbaric acts of the Japanese invaders provoked outrage across the nation, and the people of Fuzhou, with their tradition of anti-imperialist revolution, exhibited strong anti-Japanese sentiment, leading to a vigorous rise in anti-Japanese goods activities.
In early 1932, Party Secretary Tao Zhu and Secretary Zeng Zhi, among others, resided at No. 13, Fosi Lane, next to Tian’an Temple, making the location the headquarters of the Central Committee of the Communist Party of China in Fuzhou. By summer, the influx of Japanese goods into Fuzhou had reached disastrous levels. On September 1, Fujian’s *Republican Daily News* exclaimed, “The situation of Japanese goods flooding Fuzhou can be described as having reached boiling point.” “Fuzhou Port has become the largest market for Japanese goods sales in South China.” The dumping of Japanese goods severely hurt the national sentiments of the people of Fuzhou and also impacted the city’s economic development. People detested Japanese goods, referring to them as “inferior goods” or “enemy goods.”
The Central Committee of the Communist Party of China in Fuzhou was determined to mobilize the masses to launch an anti-Japanese salvation movement centered on eliminating inferior goods. With the active planning of local Party members such as Chen Dao and Zheng Weixin from Cangshan, on September 7, the Tengshan Fire Brigade hosted the founding of the Tengshan Township Autonomous Inferior Goods Eradication Association, which became the first such organization in Fuzhou. After its establishment, the Tengshan Inferior Goods Eradication Association actively carried out anti-Japanese propaganda and investigated inferior goods and unscrupulous merchants.
On September 19, members of the Tengshan Inferior Goods Eradication Association issued an *Open Letter to All Citizens of the City*, calling on various districts to organize similar associations. This received widespread response, and inferior goods eradication organizations sprang up like mushrooms after rain. By the end of October, over 20 such associations had been established across the city, including those in Shangdu, Zhongzhou, Tian’an, Guanhai, Shipu, Chengputou, Lingxia, Wucuoding, and Gaohu. To unify the efforts of these associations, the Central Committee of the Communist Party of China in Fuzhou decided that the Tengshan Inferior Goods Eradication Association would coordinate with others to form the Fuzhou Inferior Goods Eradication Federation. On October 21, a representative meeting of all inferior goods eradication associations was held at the Tengshan branch, establishing the Preparatory Committee for the Fuzhou Inferior Goods Eradication Federation. A party group consisting of three Party members, including Chen Dao and Zheng Weixin, was elected, headquartered at Tianhou Palace in Zhongzhou. The development of the inferior goods eradication movement promoted a surge in the city’s anti-Japanese salvation efforts. On October 31, the Preparatory Committee for the Fuzhou Inferior Goods Eradication Federation issued an open letter to all citizens, explicitly stating that eradicating inferior goods was a form of resistance against Japan’s economic aggression and a preparation for further national revolutionary war against Japanese imperialism to liberate the Chinese nation. Soon after, the Fuzhou business community also united to gather all Japanese goods at Nanzhao Field for public burning, pledging that any future trade in inferior goods by unscrupulous merchants would be met with public punishment. The growth of the inferior goods eradication movement spurred rapid development of the city’s anti-Japanese salvation movement, leading to the establishment of the “Fuzhou Patriotic Salvation Federation of All Circles” on October 11.
On November 9, members of the Longtan Inferior Goods Eradication Association discovered a large quantity of Japanese paper at a paper shop on Chuting Hall in Tanwei Street, intending to burn it, but were obstructed by the shop owner. Upon hearing the news, the Nationalist authorities sent -- to disperse the hundreds of gathered civilians and arrested six members of the inferior goods eradication association. In order to -- obstruct the patriotic actions of the public’s anti-Japanese struggle, on the morning of the 10th, over a hundred representatives from all inferior goods eradication associations across the city gathered at Nan Park. Then, holding paper flags and chanting slogans, they marched under the leadership of Zheng Weixin along a predetermined route to the city Public Security Bureau --, demanding the release of the arrested members. Along the way, many civilians broke through -- obstruction to reach the bureau, where Zheng Weixin and five others, as representatives of the public, engaged in a reasoned debate with Public Security Bureau Chief Qiu Zhaochen. Qiu Zhaochen, using the excuse of seizing --, shot and killed Zheng Weixin, a teacher at Meiwu Duqing Primary School and member of the Longtan Inferior Goods Eradication Association, on the spot. The other five representatives were also arrested. The public -- team was dispersed by --.
On November 11, the Central Committee of the Communist Party of China in Fuzhou and the city’s Youth League Committee immediately issued an *Open Letter to the Citizens on the Nationalist Massacre of Anti-Japanese Leader Comrade Zheng Weixin*, exposing the crimes of the -- authorities and calling on the people of Fuzhou to --, hold memorial services for martyr Zheng Weixin, and further advance the anti-Japanese struggle. Schools such as Fujian College, Sanmin, and Yinghua initiated the formation of support groups and memorial preparation committees for the “October 10th Tragedy,” while various mass organizations demanded the immediate release of arrested inferior goods eradication members and punishment for the murderer Qiu Zhaochen. Thereafter, Fuzhou saw consecutive --, --, and --. Nationwide anti-Japanese organizations and Fujian hometown associations residing outside the province also sent telegrams in support. Central Committee Secretary Tao Zhu led several Party and League members to visit Zheng Weixin’s family under the name of the Mutual Aid Society, delivering 100 yuan in consolation money. Support groups for the “Zheng Case” were established in cities like Jinan and Kaifeng, and numerous anti-Japanese organizations and Fujian hometown associations abroad also sent telegrams in support, demanding punishment for the murderers. Amidst the angry --, the Nationalist authorities, fearing public backlash, were forced to remove Qiu Zhaochen from his position as Public Security Bureau Chief. However, the anti-Japanese democratic struggle of the people of Fuzhou suffered a serious setback, and the inferior goods eradication associations were compelled to cease operations.
The site covers a construction area of approximately 230㎡, built in the late Qing Dynasty with a brick-and-wood structure, and is currently well preserved.
Cangqian Subdistrict: Located in the central part of Cangshan District, Fuzhou City, Fujian Province, Cangqian Subdistrict borders Puding in Xiadu Subdistrict to the east, the Min River and Guanjin Road in Linjiang Subdistrict to the north, Longtanjiao in Shangdu Subdistrict to the west, and Jinxing Village in the suburban Cangshan Township to the south. It spans an area of 0.991 square kilometers, with over 12,000 households and a population of nearly 30,000. The subdistrict office is located at Building G, Xinlong Shengshi, No. 3 Juhe Road, overseeing 10 neighborhood committees: Longfeng, Meiwu, Maiyuan, Zhenxing, Gongyuan, Wanchun, Laogong, Xingyuan, Limin, and Hangxing.
