The former site of the Luozhou Liaison Station of the Fujian Provincial Committee of the Communist Party of China is located at No. 4, Citanqian, Dianqian Village, Luozhou Town, Cangshan District, Fuzhou City, Fujian Province.

After the victory of the War of Resistance against Japan, the Kuomintang authorities, led by Chiang Kai-shek, persisted in being anti-people and were bent on annihilating the Communist Party of China and its People's Army. On one hand, under the strong nationwide demand for peace, they signed a ceasefire agreement with the Communist Party of China; on the other hand, they accelerated the deployment of troops and prepared for civil war. To consolidate their rear, the Kuomintang authorities strengthened fascist rule in the areas under their control, employing a combination of secret police and armed forces to crush the underground Communist organizations and guerrilla units, actively preparing for an anti-people civil war.

To thwart the conspiracies of the Kuomintang reactionaries, the Fujian Provincial Committee of the Communist Party of China issued directives, instructing local party organizations and guerrilla units to disperse and go into hiding, accumulate strength, and crush the “comprehensive suppression and zoned encirclement” campaign launched by the Kuomintang authorities in Fujian. In early 1946, Comrade Chen Zhenxian, then Secretary of the Fuzhou Second Municipal Committee, established a liaison station at the home of Chen Yaokeng in Luozhou in response to the needs of the situation. After the establishment of the Minzhong Special Committee, it also became the liaison station of the committee. After a period of observation, Chen Zhenxian recruited Chen Yaokeng as a member of the Communist Party of China in May, and that same year, the station became the liaison station of the Fujian Provincial Committee of the Communist Party of China. It served as a venue where leaders of the Fujian Provincial Committee and the Fuzhou Municipal Committee held meetings and contacted underground comrades to carry out revolutionary activities, making significant contributions to the revolution.

As Luozhou was close to the provincial capital, with convenient water and land transportation, and the Duyuan Ferry connected to various ferry crossings along the Min River, and was also near the then location of the Provincial Committee in Shiba Chongxi, Minhou, the liaison station became an important stronghold during the Liberation War. Major leaders of the Fujian Provincial Committee of the Communist Party of China (Min-Zhe-Jiang Regional Committee), the Minzhong Special Committee, the Fuzhou Second Municipal Committee, the Urban Work Department, and the Social Department—including Zeng Jingbing, Huang Guozhu, Su Hua, Zhuang Zheng, Meng Qi, Chen Hengyuan, Chen Zhenxian, Lin Runan, Zhu Zenghua, Yang Liangyan, Lu Jisheng, and Lin Yuanzhao—visited over 40 times to hold meetings and carry out activities, continuing until July 1947. Zeng Jingbing was the Secretary of the Fujian Provincial Committee and the Min-Zhe-Jiang Regional Committee, Huang Guozhu was a Standing Committee Member of the Min-Zhe-Jiang Regional Committee, Su Hua was a Committee Member of the Regional Committee, Zhuang Zheng was a Committee Member of the Regional Committee and Head of the Urban Work Department, Meng Qi was an Alternate Committee Member of the Regional Committee and head of the Urban Work and Social Departments, Chen Hengyuan was a Committee Member of the Minzhong Special Committee and Deputy Commander of the Minzhong Guerrilla Column, Chen Zhenxian was a Committee Member of the Minzhong Prefectural Committee, Lin Runan was a Committee Member of the Minzhong Special Committee and Deputy Secretary of the Minzhong Prefectural Committee, and Zhu Zenghua was a Committee Member of the Minzhong Prefectural Committee.

The main activities of the Luozhou Liaison Station after its establishment are as follows: In March 1947, Comrade Meng Qi, an Alternate Committee Member of the Min-Zhe-Jiang Regional Committee and head of the Urban Work and Social Departments, presided over a meeting to announce the establishment of the Fu (Zhou) Chang (Le) Lin (Minhou) Prefectural Committee, with 15 committee members. Lu Jisheng served as Secretary, Lin Yuanzhao as Head of the Organization Department, and Zhang Congmin as Head of the Propaganda Department, organizing and leading underground party activities in the Changle and Minhou regions. In April 1947, Zhuang Zheng, Head of the Urban Work Department of the Regional Committee, and Meng Qi, Head of the Propaganda Department, organized a “mutiny.” With the assistance of Yang Liangyan, then Secretary of the Yan-Gu-Ou Central County Committee, Chen Tong’an, an underground Communist Party member and squad leader of the guard platoon at the Fujian Provincial Marine Police Headquarters in Zhongzhou, Fuzhou, led eight marine police officers to revolt on the night of May 6. They carried eight Maxim machine guns, eight 20-shot Browning pistols, rifles, handguns, revolvers, Type 9 pistols, Brownings, six rifles, and 8,000 rounds of ammunition. After concealing all the weapons and ammunition, Chen Tong’an, Yang Liangyan, and others went into hiding at the liaison station for a day and a night. Comrade Chen Yaokeng warmly received them and immediately rushed to Fuzhou to report to Meng Qi. Seven days later, Chen, Yang, and others moved to Zhenfeng, and on the evening of the 8th, they went up the mountain to the headquarters of the Regional Committee in Shiba Chongxi, contributing to the ultimate success of the mutiny. The successful mutiny shocked the entire province. At the time, the Kuomintang military had only three headquarters in Fuzhou, and the underground party managed to carry out a major operation in one of them, dealing a heavy blow to the Kuomintang authorities in Fujian. As a result, the Commander of the Fujian Marine Police was given a major demerit, and the Inspector General was dismissed.

In July 1947, Zhuang Zheng, Head of the Urban Work Department of the Min-Zhe-Jiang Regional Committee, and Meng Qi, a Standing Committee Member, led the “cloth mutiny.” At the time, a batch of yarn and cloth was shipped from Shanghai by merchants from Zhejiang but was detained by the Fuzhou Customs of the Kuomintang due to lack of clearance certificates and stored in the Customs Warehouse at Haiguan Ting. The Urban Work Department, through underground party members Chen Wenxiang and Hong Lüquan in the customs, forged seals. Disguised as merchants, Lu Jisheng, Chen Yaokeng, and others went to the Haiguan Ting warehouse to falsely claim the goods and quickly transferred them to decentralized storage locations in Cuanqianshan, Luozhou, and Gangtou. Some of the cloth was even stored at the home of a relative of Chen Yaokeng. The “cloth mutiny” shocked the authorities of Fujian Province and Fuzhou City, who dispatched detective squads to investigate and ordered the case be solved within a deadline. Due to someone’s tip-off, Chen Yaokeng’s relative was arrested and revealed Chen Yaokeng’s identity. Chen Yaokeng had long anticipated exposure and had arranged for his wife, Li Wenqin, to go to Mawei and take a boat to Hong Kong. By the time the agents arrived, the boat carrying Chen Yaokeng and his wife had already been sailing for two hours.

In the autumn of 1996, to commemorate the martyr Chen Zhenxian and promote the fine traditions of the Party, at the symposium marking the 50th anniversary of the establishment of the liaison station, attendees proposed—and were endorsed by comrades such as Zuo Fengmei, Huang YiYu, Xu JiMei, and Zhang Yi—to engrave a stone monument at the former site of the liaison station as a permanent memorial. The inscription was written by Chen Zhenliang, former Director of the Provincial Department of Justice. In 2006, the 60th anniversary of the liaison station’s establishment, Huang YiYu, former head of the Provincial Advisory Commission, inscribed the words: “A Monument of the Era, Forever Remembered.”

The former site of the Luozhou Liaison Station of the Fujian Provincial Committee of the Communist Party of China has a construction area of 400 square meters and a brick-concrete structure. The original site was damaged and, in the late 20th century, a new three-story building was constructed on the original site.
