The site of the former Yongde Branch of the Communist Party of China in Luoyuan County is a cultural relic protection unit of Luoyuan County and a classic red tourism destination.

The former site of the Yongde Branch of the Communist Party of China in Luoyuan County is located in Yongde Village, Baita Township, Luoyuan County.

In 1930, Zhang Ruicai, a native of Luoyuan, joined the Chinese Communist Party through the introduction of Yang Erchang, then Secretary of the Communist Party of China Lianjiang County Committee. By May 1931, the number of party members in Luoyuan had grown to over 10, leading to the establishment of the Yongde Branch of the Communist Party of China in Luoyuan County, also known as the first Party branch in Luoyuan. It was under the leadership of the Communist Party of China Lianjiang County Committee, with Zhang Ruicai serving as the branch secretary. In March 1932, it was reorganized into the Special Branch of the Communist Party of China in Luoyuan County. By the end of September, the total number of party members in the county reached 30, and six branches were successively established in Yongde, Feizhu, Xiaoshan, Shaban, along with four guerrilla squads. In December, it was restructured into the Working Committee of the Communist Party of China in Luoyuan County.

In June 1934, the Central Fuan County Committee of the Communist Party of China and the Lianjiang County Committee held a joint meeting to establish the Provisional Special Committee of the Communist Party of China in Eastern Fujian, merging the former Lianjiang and Luoyuan Working Committees into the Lianluo County Committee of the Communist Party of China. By the end of September, Ye Fei, leader of the Provisional Special Committee of the Communist Party of China in Eastern Fujian, decided to separate the party organizations of Lianjiang and Luoyuan, officially establishing the Communist Party of China Luoyuan County Committee and forming an independent battalion. In March 1935, the Soviet area across the county fell, forcing the party organization to shift to underground struggle. In August 1936, under the leadership of the Communist Party of China Eastern Fujian Special Committee, the party and armed organizations in Luoyuan County were re-established to carry out the anti-Japanese salvation movement, eventually welcoming victory in the War of Resistance against Japan.

The original site of the Yongde Branch was located in a civilian house in Yongde Village. It was a roughly 20-square-meter earthen and wooden structure. It was demolished in the 1990s due to the construction of a temple at the site, and was rebuilt more than 100 meters away from the original location. The reconstructed site covers approximately 200 square meters, also built with earth and wood. It faces north and features a single-story, four-room layout with a front corridor, along with a memorial stele erected on the premises.

The former site of the Yongde Branch of the Communist Party of China in Luoyuan County was designated as a cultural relic protection unit of Luoyuan County by the Luoyuan County People’s Government in August 1999. In the same year, it was also recognized as a youth moral education base by the Luoyuan County People’s Government.

Yongde Village: Yongde Village administers seven natural villages—Yongde, Lingding, Yuanfeng, Niushanxia, Niuken, Yuanli, and Tangxia—with 478 households and a total population of 1,596 (birth control population: 1,612), including 814 males and 773 females. There are 62 party members. The Yongde Village Party Branch is the birthplace of the first Party branch in Luoyuan County, established in May 1931. Yongde Village is classified as a provincially designated old revolutionary base village.
