The site of the meeting of the Min-Zhe-Jiang District Committee of the CPC is located in a large cave beneath Nanyangding in Qingkou Town, Minhou County.

Nanyangding has an elevation of over 700 meters, surrounded by mountains, with overlapping peaks, dense forests, steep and perilous paths. Beneath the mountaintop lies a large cave that can accommodate more than 100 people. During the revolutionary war years, this place served as the headquarters of the Fujian Provincial Committee of the CPC (then called the Min-Zhe-Jiang District Committee). In March 1947, the Min-Zhe-Jiang District Committee of the CPC moved from Gutian to Nanyangding in Shanggan Town, where it remained until January 1948, when it relocated to Fengshan Town in Nanping County.

During this period, the situation of the national liberation war began to undergo new changes, shifting from strategic defense to strategic offense. The Central Committee of the CPC paid close attention to the revolutionary struggles in the Wan-Bei-Min border region and, in June of that year, issued directives on the patriotic guerrilla warfare in the Wan-Bei-Min border area. It pointed out that the local people's armed forces were still small and that hasty actions were not advisable for the time being. It emphasized that launching guerrilla warfare in areas under Kuomintang rule should begin with mobilizing the masses and addressing demands such as reducing burdens, exempting conscription and grain levies, and implementing rent and interest reductions as part of economic struggles. On July 10, the East China Bureau of the CPC Central Committee, responding to the progress and existing issues of the guerrilla warfare in the Min-Zhe-Jiang border region over the past four months, issued another important directive (historically known as the "Grey Day Directive"). It proposed that efforts must focus on mobilizing the masses to fight for their survival. In the process of struggle, it was essential to extensively mobilize, organize, and arm the masses. The establishment of guerrilla units and main forces should not be rushed. Party organizations in various areas should continue to carry out secret work under the protection of the masses. So-called “premature actions” should be halted, and undercover personnel who had infiltrated enemy forces should lie low for the long term, awaiting the right opportunities.

To earnestly implement the directives of the CPC Central Committee and the East China Bureau, the Min-Zhe-Jiang District Committee of the CPC held a meeting in mid-July at the Yanxia Cave beneath Nanyangding in Shanggan. Attendees included District Party Secretary Zeng Jingbing, Standing Committee members Zuo Fengmei and Huang Guozhang, Committee members Su Hua, Huang YiYu, Zhuang Zheng, and alternate members Li Tie, Meng Qi, and Liu Runshi. The meeting focused on conveying and discussing the East China Bureau’s "Grey Day Directive." Zeng Jingbing delivered a report accepting the criticisms from the East China Bureau, reviewed and summarized the experiences and lessons of the earlier guerrilla warfare efforts, and studied the future direction and deployment of the struggle. The meeting lasted over a month and concluded on August 28 with the adoption of the "Directive on the Characteristics of the People’s Struggle and Guerrilla Warfare in Min-Zhe-Jiang – Acceptance of the East China Bureau’s Grey Day Directive" (referred to as the "August 28 Directive"). The Directive analyzed the characteristics of the people’s struggle and guerrilla warfare in the Min-Zhe-Jiang region, emphasizing that guerrilla warfare must fully trust, rely on, and mobilize the masses to rise up in struggle. It opposed purely military viewpoints and acknowledged the law of uneven development in revolution, advocating for specific analysis of concrete situations and opposing subjectivism and rash advances. It also decided to immediately disperse armed forces and cadres to various areas, establish and strengthen Party organizations, and mobilize the masses to wage broader guerrilla warfare.

The meeting of the Min-Zhe-Jiang District Committee of the CPC and the adopted "August 28 Directive" corrected the previous tendency toward military adventurism that alienated the masses, rectified the guiding ideologies of being “overly hasty,” “setting goals too high,” and “forcing growth.” Correspondingly, it adjusted the strategies and deployments for conducting guerrilla warfare, shifting the focus to mobilizing the masses to fight for their survival. This laid the direction for waging broader, mass-based guerrilla warfare in the future.

Established as the Qingkou Commune in 1983, it became a township in 1984 and was upgraded to a town in 1992.
