Longshan Conference Memorial Hall
The Longshan Conference Memorial Hall is a classic red tourism destination, as well as a base for patriotic education and national defense education.
The site of the Longshan Conference is located in Longshan, Taotian Village, Jingxi Town, Minhou County.
Longshan lies among the mountain ranges at the border of Minhou County and Jin'an District in Fuzhou. Originally part of Tongkou Township, it now belongs to Taotian Village, Jingxi Town. With its high mountains, steep slopes, and dense forests, this area was a stronghold for underground Communist Party activities during the tumultuous war years, and is recognized as a revolutionary base village.
On the eve of victory in the War of Resistance, Zeng Jingbing, Secretary of the Fujian Provincial Committee of the Chinese Communist Party, sent Zhuang Zheng to Fuzhou to contact a small number of Party members who had gone underground, in order to carry out urban work. After arriving in Fuzhou, Zhuang Zheng connected with Meng Qi, Lin Bai, and others, beginning to develop the organization, establish strongholds, and carry out activities. On this basis, in August 1945, the Fujian Jiang River Work Committee of the CCP (referred to as the Jiang Committee) was established. Centered in Fuzhou, the Jiang Committee focused its efforts on key institutions such as Fujian Agricultural College and Xiehe University. Through student engagement, it vigorously mobilized the masses, promoted patriotism, and struggled against the corrupt rule of the Kuomintang. From November 25, 1946, to January 15, 1947, at the Fujian Provincial Delegates' Conference of the CCP, the Fujian Provincial Committee was renamed the Fujian-Zhejiang-Jiangxi Regional Committee of the CCP (later renamed in September of the same year as the Fujian-Zhejiang-Jiangxi Provincial Committee of the CCP), while the Jiang Committee was dissolved and replaced by the Urban Work Department, which became the leading body for urban Party organizations under the Fujian-Zhejiang-Jiangxi Regional Committee.
To convey and implement the spirit of the provincial party congress, from February 22 to 25, 1947, Zhuang Zheng presided over a cadres' meeting at the home of Zheng Jinhuo, a revolutionary base household in Longshan Village, Tongkou Township, Linsen County (historically known as the Longshan Conference). Over 30 underground Party workers from across Fujian and Taiwan attended the three-day meeting. The conference conveyed the Regional Committee’s decision to “dissolve the Fujian Jiang River Work Committee and establish the Urban Work Department of the Fujian-Zhejiang-Jiangxi Regional Committee,” along with the "Draft Summary of Nine Years of Struggle by the Fujian Party." The meeting systematically reviewed the two years of struggle by the Jiang River Work Committee, and Zhuang Zheng delivered a report titled "On Opening Up the Second Battlefield," elaborating on the importance of the strategy of urban areas serving rural areas. It established the urban work policy of “focusing on schools, serving rural areas, and supporting guerrilla warfare,” calling on intellectuals to serve the peasant population, to carry out patriotic activities within schools, to dispatch cadres to work in rural areas, to secure funding to support the countryside, to instigate military and civilian uprisings, to establish covert political power, and to open up a second battlefield. The meeting decided to establish the Command of the Underground Army of the Fujian-Zhejiang-Jiangxi Region, with Lin Bai and Zeng Huangan serving as commander and deputy commander, and Zhuang Zheng and Li Tie as political commissar and deputy political commissar. It was also decided that the CCP Minhou County Committee, formerly under the leadership of the Jiang River Work Committee, along with its subordinate Party organizations—the Namen District Committee, Beiling District Committee, Fengban District Committee, and the West District Committee established in August—would come under the leadership of the Urban Work Department.
The Longshan Conference marked a turning point in the urban work of the Fujian-Zhejiang-Jiangxi Regional Committee, shifting the focus from the previous approach during the Jiang River Work Committee period—which emphasized maintaining a lean and concealed presence to accumulate strength and prioritizing underground activities—to a new direction of “serving rural areas, supporting guerrilla warfare, facing the masses, and expanding everywhere.” The establishment of the Urban Work Department greatly strengthened the leadership of the Fujian-Zhejiang-Jiangxi Regional Committee over urban patriotic activities, facilitating further development of united front work and urban support for rural areas.
In February 2009, the Minhou County Committee of the CCP and the People’s Government of Minhou County erected a monument at the site of the Longshan Conference to commemorate its significant role in the development of urban work by the Fujian-Zhejiang-Jiangxi Party organizations. In 2011, funds were again allocated to construct the approximately 300-square-meter Longshan Conference Memorial Hall, which was completed and opened to the public on October 25, 2012.
Since its opening, the memorial hall has seen a continuous and growing stream of visitors, including Party members, cadres, civilians, and students from elementary, middle, and high schools. It has now become a base for patriotic education, national defense education, youth moral education in Minhou County, a base for Party history education in Fujian Province, and an educational base for Yinghua College of Fujian Normal University.
Taotian Village: Located in Jingxi Town, Taotian Village sits 4 kilometers from Houyu on GanHong Road in the western suburbs of Fuzhou, and 7 kilometers deeper toward the Tongkou Forest Farm, about 19 kilometers from downtown Fuzhou. It is one of the revolutionary base villages.
[Village and Residents] The village has a total of 113 households and 528 residents, divided into four villager groups. It has 469 mu of arable land and 6,300 mu of mountainous area, including 5,150 mu of forest, 500 mu of bamboo, and 200 mu of fruit trees.
