The site of the First Congress of CPC Lianjiang County Committee Members --- Guan Gong Pavilion is a cultural relic protection unit of Lianjiang County.

The site of the First Congress of CPC Lianjiang County Committee Members, Guan Gong Pavilion, is located on Yuquan Mountain in the western suburbs of Lianjiang County.

On May 14, 1929, the plenary session of the CPC Fujian Provincial Committee passed a resolution titled "The Current Political Situation in Fujian and the General Guidelines for the Party’s Work." The resolution analyzed the political situation in Fujian and laid out tasks for the work in all counties across the province. It also decided that the entire province would be divided into six regions, with the Fuzhou Region centered around Fuzhou. Counties near Fuzhou such as Lianjiang, Changle, and Fuqing... were included in this region. For this region, priority was to be given to establishing a foundation for the workers’ movement in Fuzhou, developing party organizations in counties such as Lianjiang, and paying attention to peasant movements in these counties and the surrounding areas of Fuzhou, thereby creating a situation of encircling Fuzhou.

CPC members such as Yang Erqiong, Zheng Houqing, Huang Maoxiong, Huang Yinglong, and Zheng Houkang, after graduating from middle schools in Fuzhou and Lianjiang, successively took teaching positions at primary schools in Jinglu, Toupu, Guanling, and Dinghai. Under the guise of teachers, they engaged in underground party work, spreading revolutionary ideas through connections with classmates, relatives, and friends. They attracted progressive youths from both urban and rural areas to join mass organizations such as the Anti-Imperialist League, the Revolutionary Mutual Aid Society, the Peasants' Association (referred to as the "Peasants’ Union" by Toupu peasants), the Reading Club (in Chengguan), and the Forest Club (in Jinglu). These efforts helped build up revolutionary forces for the establishment of party and league organizations and the rise of the workers’ and peasants’ movements. Between March and April 1930, the CPC Lianjiang County Committee (or Special Branch) was established, under the leadership of the CPC Fuzhou Municipal Committee.

In 1930, the "leftist" adventurism of Li Lisan affected Lianjiang. In October, the CPC Fuzhou Municipal Committee (Provisional Executive Committee) sent Chen Zongyuan, head of the Organization Department, to Lianjiang. He presided over the First Congress of CPC Lianjiang County Committee Members on Yuquan Mountain in the western part of the county. Eight people attended the meeting: Yang Erqiong, Chen Xiangrong, Zheng Houqing, Zheng Houkang, Huang Yinglong, Huang Maoxiong, Yang Hui, and Liang Renqin. Chen Zongyuan, representing the Municipal Committee (Fuzhou Provisional Executive Committee), gave a report on the domestic and international situation and conveyed the spirit of the CPC Central Committee’s resolution on "The New Revolutionary Upsurge and the First Victory in One or Several Provinces," aiming to "advance the prospects of armed uprisings throughout Fujian." He then reviewed and inspected the work in Lianjiang, merged the party and league organizations to form the "Lianjiang County Action Committee" (Provisional Executive Committee), and elected Zheng Houqing as the secretary of the committee, Yang Erqiong as head of the Organization Department, Chen Xiangrong as head of the Armed Forces Department, Huang Yinglong as head of the Propaganda Department, and Huang Maoxiong as head of the Youth Department. The congress passed three resolutions: first, to vigorously develop the party organization; second, to carry out extensive publicity, post numerous slogans, conduct flying operations, and prepare for armed uprisings; third, to secretly develop mass organizations such as peasant associations, labor unions, and the Anti-Imperialist League.

In 1984, the CPC Lianjiang County Committee and the People’s Government of Lianjiang County built a pavilion and erected a stele here to commemorate the First Congress of CPC Lianjiang County Committee Members. The stele is made of bluestone, with the inscription “Site of the First Congress of CPC Lianjiang County Committee Members” on the front and an overview of the congress on the back. The Guan Gong Pavilion has a construction area of over 10 square meters.

On June 8, 1980, the Guan Gong Pavilion was designated as a cultural relic protection unit of Lianjiang County by the People’s Government of Lianjiang County.
