Former Residence of Cai Sandi

The former residence of Cai Sandi is located in Zhangxi Natural Village, Changzheng Village, Jingyang Town, Fuqing City.

As early as the end of 1933, He Wencheng, the underground Communist Party secretary of Fuqing County, came to the western part of Fuqing. He carried out revolutionary work in villages such as Shangdian, Zhangxi, Bolan, and Beiguo, spreading revolutionary ideas and recruiting Xu Chunlai, Chen Chizai, and Chen Shiliu into the Party. He also established the Beiguo Branch of the Communist Party of China, with Chen Chizai serving as the branch secretary. In 1934, Xu Chunlai introduced his uncle-in-law, Cai Sandi, to join the Party. From then on, Cai Sandi’s home in Zhangxi became a secret liaison station for the Party. Leaders such as He Wencheng, Huang Xiaomin, and Liu Tujun often met there.

In early 1935, our Party decided to develop armed forces and establish a guerrilla base in Luohan, Jiaolou, and Banling. In January, Huang Xiaomin, the secretary of the Fuqing Central County Committee of the Communist Party of China, held an expanded meeting at Cai Sandi’s home. Attendees included He Xutao, a member of the Central County Committee; Chen Jiachao, who was transferred from Haikou to the western area to carry out propaganda work; and underground party members Ye Yahuo and Xu Chunlai. Huang Xiaomin analyzed the reasons for the failure of the Nánxītíng Uprising led by our Party and the difficult situation faced by our armed forces operating in coastal areas at the time. He pointed out that only by establishing a guerrilla base in mountainous areas where Kuomintang control was relatively weak could our armed forces survive and grow. The meeting decided that the Fuqing Guerrilla Brigade would operate in the Jiaolou and Banling areas and seek opportunities to establish the Luohanli Guerrilla Base.

In May, the Fuqing Central County Committee of the Communist Party of China and the Putian Central County Committee held a joint meeting at Cai Sandi’s home in Zhangxi, deciding to merge the two central county committees and establish the Minzhong Special Committee of the Communist Party of China. The committee was chaired by Wang Yujie, with members including Huang Xiaomin (also serving as head of the Organization Department), Pan Tao (also head of the Propaganda Department), Liu Tujun (also head of the Military Department), Yu Changyue (also head of the Youth Department), and Chen Bingkui. The establishment of the Minzhong Special Committee unified the political, organizational, and military leadership of the region once again, propelling the guerrilla warfare in the area into a new stage. It was decided to establish the Minzhong Guerrilla Unit of the Chinese Workers' and Peasants' Red Army, using Luohanli and Changhai as bases to carry out guerrilla warfare. The meeting also decided to: engage in women and youth work, recruit women and young workers into the Party and League organizations to strengthen revolutionary forces; revive urban work by sending Chengxu (Chen Zhenfang) and others to schools in Fuzhou to carry out activities and establish Party organizations; and send people to Fuzhou to engage in workers' movements under the cover of pulling rickshaws. After the meeting, the Fuqing Central County Committee was renamed the Fuqing County Committee. The former residence of Cai Sandi covers a construction area of 150㎡, was built in the late Qing Dynasty, and features a brick-and-wood structure. It is currently well preserved.

I. Basic Village Profile:

Our village is located at the northern gateway of Fuqing, on the eastern side of the Fuzhou-Xiamen Railway, about 300 meters from the railway. It borders Beidongsheng Village to the north, connects to the foothills of Wuziyang Mountain to the east, and neighbors Bolan Village to the south. The village consists of three natural villages and seven villager groups. There are a total of 258 households, with a population of 873, including 41 Party members. The village has a two-committee team of five members and 25 villager representatives involved in decision-making. The total cultivated land area is 836 mu.
