The former site of the military meeting of the Red Army's Second Regiment during the "Hui'an Uprising" at Houyang Feifeng Temple is located in Houyang Village, Shanxia Town.

The temple was originally built during the Qing Dynasty, covering an area of 223 square meters. It faces south and consists of a mountain gate, side halls, and a main hall. It was renovated with funds raised by villagers in 2003. It has been listed as a provincial-level cultural relics protection unit, a county-level cultural relics protection unit, and a base for patriotic and national defense education.

In early July 1930, the Fujian Provincial Committee of the Communist Party of China and the Quanzhou Special Committee decided to launch the Hui'an Uprising. They established the First Independent Division of the Fujian Red Army and the Hui'an Command of the Fujian Red Army. The Huidong region formed the Second Regiment, with Lan Feihe as the regimental commander, Chen Kun as the political commissar, two battalions under its command, six companies in total, and over 500 members.

Shortly before the uprising, due to the women’s class at the Qianlin Night School being discovered by Lin Xiaochun and Lin Liangchuan while sewing the red flags and armbands for the uprising forces, and their subsequent betrayal, it was decided to advance the uprising.

On the night of September 14, 1930, the Second Regiment of the First Independent Division of the Fujian Red Army held an emergency military meeting at Feifeng Temple to plan the uprising strategy.

On the morning of the 16th, Regimental Commander Lan Feihe held a flag-bestowing and oath-taking ceremony here, subsequently capturing the Shanbing Militia watchtower, killing Militia Commander Chen Mingzhou, and establishing the first township-level red government in the Quanzhou region — the Wuchen Township Soviet Government.

Although the Hui'an Uprising failed, it was one of the larger-scale armed peasant uprisings during the Fujian land revolution period, following the Pinghe and Yongding uprisings.
