The Southeast Bureau of the CPC Central Committee and the New Fourth Army Branch were officially established in Nanchang on January 6, 1938, with the army headquarters relocating to Nanchang. Subsequently, key leaders were dispatched to various guerrilla zones to convey central directives and prepare for the concentration and reorganization of troops. The anti-Japanese armed forces, formerly known as "Anti-Japanese Volunteer Armies" and other names under various Red Army guerrilla units, were reorganized into the New Fourth Army, forming its four detachments. Starting from mid-January 1938, leaders including Xiang Ying, Zeng Shan, Chen Yi, Huang Dao, Zhang Yunyi, and Lai Chuanzhu successively traveled to the Hunan-Jiangxi border, Jiangxi-Guangdong border, and Fujian-Zhejiang border areas to communicate with the commanders and soldiers of the Red Army guerrilla forces engaged in the three-year guerrilla war. They informed them of the international and domestic situations and mobilized them regarding the cooperation between the Kuomintang and the Communist Party, as well as the reorganization of the southern Red Army guerrilla forces into the New Fourth Army. At the time, some guerrilla officers and soldiers did not understand the reorganization, believing it to be a form of “surrender” to the Kuomintang—especially objecting strongly to “wearing Kuomintang military uniforms” and “bearing Kuomintang insignia.” In response to these ideological concerns, leaders such as Xiang Ying patiently and meticulously conducted persuasion and education, clearly explaining that the cooperation between the Kuomintang and the Communist Party and the descent from the mountains for reorganization were for the survival of the nation and the country, not a surrender to the Kuomintang. Although they had changed their names, uniforms, and insignia, they remained forces under the leadership of the Communist Party of China. Leaders such as Xiang Ying also consulted with the heads of party organizations in various guerrilla zones to decide on the concentration, organization, and dispatch of troops to the front lines.
By March 1938, the Red Army guerrilla forces from eight southern provinces had successfully completed the tasks of descending from the mountains and concentrating for reorganization into the New Fourth Army, despite being highly dispersed and facing extremely difficult transportation and communication conditions.
