Li Xuemeng was the manager of Dalian Yongyuan Shipping Company.

The former residence of Li Xuemeng is located at No. 24 Munan Road, Heping District. The building's walls are constructed with rubble bricks, and it features various types of balconies and terraces. The front is adorned with five square pillars, and the exterior facade is varied in design, combining concave and convex elements to create an exquisite and unique look. Inside, there are rooms such as a living room, ballroom, dining room, and Buddhist shrine. All the rooms are decorated with Philippine wood and feature fireplaces in various designs, making it a highly distinctive high-end European-style residential building in the former British concession. This former residence is currently used by Sanyuan Power Investment Company.

In 1943, Li Xuemeng rented out his privately purchased residence to the puppet state of Manchukuo for use as its consulate in Tianjin at a monthly rent of 3,000 Japanese puppet currency, a arrangement that continued until Japan’s surrender in 1945.
