Former Site Memorial of the CPC Central Committee’s Northern Bureau

The Former Site Memorial of the CPC Central Committee’s Northern Bureau is a patriotic education base.

The Former Site Memorial of the CPC Central Committee’s Northern Bureau was the office location of the CPC Central Committee’s Northern Bureau in Tianjin from March 1936 to February 1937, and also the residence of Comrade Liu Shaoqi during his tenure as Secretary of the Northern Bureau. The memorial is situated at No. 19, Longtaili, Heilongjiang Road, Heping District. The building, constructed in 1915, is a two-story brick-and-wood structure of the alleyway type, covering a land area of 121.22 square meters and a total floor space of 202.16 square meters.

In December 1935, the CPC Central Committee held a Politburo meeting in Wayaobao, northern Shaanxi, establishing the Party’s strategy and guidelines for the anti-Japanese national united front. To implement the decisions of the meeting, Comrade Liu Shaoqi was dispatched by the CPC Central Committee to Tianjin in March 1936 to take charge of the work of the CPC Northern Bureau and lead the anti-Japanese movement in North China. In early April, under Liu Shaoqi’s leadership, the Northern Bureau was reorganized, with Peng Zhen serving as head of the Organization Department and Chen Boda as head of the Propaganda Department. During his leadership of the Northern Bureau, Comrade Liu Shaoqi accurately analyzed the revolutionary situation in the north, comprehensively summarized the experiences and lessons of work in the white areas, systematically exposed and criticized the errors of “Left” opportunism in the white areas, and proposed correct guidelines and strategic principles for work in those regions, playing a significant role in promoting the establishment of the anti-Japanese national united front. At the same time, he rebuilt and strengthened the Party organizations in North China that had been severely damaged. By the end of 1936, the number of Party members in Tianjin had grown from just dozens to over 400. The Shandong Provincial Committee, Shanxi Provincial Committee, Henan Working Committee, and several Party organizations in Central and South China were also established, enabling the widespread and in-depth development of the anti-Japanese salvation movement in the north and in Tianjin.

This historical site is an important revolutionary relic. In 1982, the municipal government designated it as a “Tianjin Cultural Relics Protection Unit.” In 2004, the municipal government allocated special funds to comprehensively renovate and restore the former site of the CPC Central Committee’s Northern Bureau, and established it as the “Former Site Memorial of the CPC Central Committee’s Northern Bureau,” which officially opened to the public free of charge on September 8, 2005. In 2006, it was named a Tianjin Patriotic Education Base by the Municipal Party Committee and Municipal Government.
