This building was originally a private residence funded by Wu Guangxin, Duan Qirui’s brother-in-law, but was later offered to Duan to live in, hence it came to be known as the “Duan Mansion.” It borders Menggu Road to the east, Anshan Road to the south, Henan Road to the west, and Wanquan Road to the north. Built in 1920, it covers a land area of 2,898 square meters and has a construction area of 2,016 square meters. It is a three-story brick-and-wood structure building with a European classical style. The front part of the building features high stone steps, a columned veranda, and a hipped roof. Originally, there was an octagonal pavilion on the top, which was removed after an earthquake. It was the most luxurious private mansion-style residence in the former Japanese Concession. The building is currently in good condition.

Duan Qirui (1865–1936), originally named Qirui, courtesy name Zhiquan, and late-stage pseudonym Zhengdao Laoren, was of Han ethnicity from Hefei, Anhui. Born on March 6, 1865 (the ninth day of the second lunar month in the fourth year of the Tongzhi reign), he was a politician during the Republic of China period and the leader of the Anhui Clique warlords.

He was from Taipingji in Lu’an County (now Jinqiao Township, Feixi County). Born on March 6, 1865 (the ninth day of the second lunar month in the fourth year of the Qing Tongzhi reign) at his ancestral home three li north of Taipingji in Lu’an County, his grandfather, Duan Pei (courtesy name Yunshan), had in his early years traded in smuggled salt and organized militia forces with Liu Mingchuan.
