The U.S. Navy Club was built in 1924 by British businessman Narnis and managed by his close associate Rosborough. It housed a bar, billiard room, café, restaurant, a ballroom, and a spring-floor dance hall. Lavishly decorated, it was a venue exclusively for entertainment by foreign troops stationed in China.

The building is bordered by Zhang Zizhong Road to the east, Datong Avenue to the south, Jiefang North Road to the west, and Yingkou Road to the north. With a construction area of 2,460 square meters, it is a two-story brick-and-wood structure. The floor plan is semi-circular, with arched windows and doors on the ground floor. The second floor features over ten columns supporting an overhanging eave, creating an open-style veranda balcony adorned with bracketed floral-pattern railings. The gray cement walls are accented with various decorative motifs and reliefs above the windows and doors. The entire building is quaint and elegant, embodying the architectural style of British classicism. Its current condition is well preserved.
