The Former Julong Fine Salt Company Building was designed by Zhonghua Xingye Company and built in 1920. It originally served as the Tianjin office of the Julong Fine Salt Company. In December 1941, after Japanese forces took over the French Concession, the Japanese military police moved into the building. On August 15, 1945, following Japan’s surrender, the building continued to be used by the Julong Fine Salt Company. In 1956, Julong merged with Yongli, and in 1970 it was renamed Tianjin Soda Plant.

The building is located east of Andong Road, adjacent to the Heping District People's Government; to the south, it faces Garden Road and “Central Park”; to the west, it runs along Chifeng Road; and to the north, it stands opposite Bohai Building across Heping Road. Covering an area of 2,087.16 square meters with a floor space of 2,242.57 square meters, the structure is a three-story brick-concrete building. It features a V-shaped floor plan, a cement base, red brick walls adorned with cement banding, a flat roof, and a main entrance with a three-bay Ionic colonnade supporting a triangular pediment. The building is tall, dignified, and imposing, in the style of French Renaissance architecture. Its current condition is excellent.
