Zhang Shaozeng graduated early from the Tianjin Military Preparatory School, studied abroad in Japan, and held positions in the Qing army after returning to China. In 1913, he was awarded the rank of general. When Li Yuanhong reassumed the presidency, Zhang was ordered to form a cabinet and took office as the 23rd Premier of the Beiyang Government on January 4, 1923, concurrently serving as Minister of War. In June of that year, due to Cao Kun’s election as president through bribery, Zhang resigned along with Li and came to Tianjin, where he lived in seclusion in this building in the British Concession. During his time in Tianjin, because Zhang Shaozeng had close ties with Feng Yuxiang and supported the Northern Expedition, he angered Zhang Zuolin. On March 21, 1928, under orders from Zhang Zuolin, the Fengtian warlord Chu Yupu sent men to assassinate Zhang Shaozeng, who was drinking tea at the Cai Feng Class in Dongsheng Li at the intersection of the Japanese Concession and Nanshi, while he was in Tianjin. The building borders Hebei Road to the east, Machang Road to the south, Guilin Road to the west, and Munan Road to the north. It is a brick-and-wood structure with a construction area of 1,463 square meters, and the building is currently in good condition.

Zhang Shaozeng (1880–1928), courtesy name Jingyu, was from Dacheng County, Hebei. In 1895, he entered the Beiyang Military Preparatory School and after graduation was recommended to study at the Imperial Japanese Army Academy. He returned to China in 1902 and was received by Emperor Guangxu, after which his position rapidly advanced. In 1910, he accompanied Zaifeng on an overseas inspection of European and American armies, and responded to the Revolution of 1911 when it broke out. In 1915, when Yuan Shikai attempted to restore the imperial system, Zhang Shaozeng and Cai E formed an anti-Yuan rebel army. In January 1923, he became the 23rd Premier of the Beiyang Government and concurrently Minister of War, but stepped down six months later.
