Jin Bangping, courtesy name Boping, was a native of Yixian County, Anhui Province. He was born in 1882. In his early years, he studied at Waseda University in Japan. After graduation, he served as a collator at the Hanlin Academy of the Qing government, a secretary to Yuan Shikai, the Viceroy of Zhili, and an advisor at the Beiyang Standing Army Training Office, among other positions. In 1906, when the Qing government established the Tianjin Self-Government Bureau, he was appointed its supervisor and soon after became the Secretary-General of the Advisory Council. In 1912, he served as the General Manager of the Preparatory Office of the Bank of China. In 1914, he was an advisor at the Political Affairs Hall. In 1916, he became the Minister of Agriculture and Commerce of the Beiyang Government. In 1927, he left his post and moved to live in the British Concession of Tianjin, where he was mainly engaged in industrial and commercial activities, serving as manager of the Qixin Cement Company. In 1938, he became the principal of Yaohua School.

The building is bounded by Guilin Road to the east, Chongqing Road to the south, Yunnan Road to the west, and Chengdu Road to the north. It has a construction area of 1,134 square meters, featuring a two-story Western-style brick-and-wood structure with exposed brick walls. The middle part of the second floor has a curved balcony, and the roof is a multi-sloped tiled roof with skylights. The residence stands independently within its own courtyard and is currently in good condition.
