Gong Xinzhan (1871–1943), a late Qing Dynasty imperial scholar from Hefei, Anhui, served as an attache at the British and French embassies for eight years. After the founding of the Republic of China, he was appointed Director of the Anhui Provincial Finance Department. In 1919, he served as Minister of Finance of the Beiyang Government and concurrently as Acting Premier of the State Council. In 1924, he was Minister of the Interior. In 1925, he became Minister of Communications. After resigning in 1926, he moved to Tianjin to engage in business, successively serving as President of the Bank of China Industry, Director of Continental Zhongfu Bank, General Manager of Qixin Cement Company, Chairman of Yaohua Glass Company, and Chairman of the Board of Directors of Kailuan Mining Bureau. In 1940, he, along with Jin Yunpeng, initiated the renovation of the Great Compassion Temple.

The building faces Changsha Road to the east, borders Chongqing Road to the south, is adjacent to Guilin Road to the west, and overlooks Chengdu Road to the north. With a construction area of 936 square meters, it features a three-story Western-style brick-concrete structure, a flat roof with railings, and a basement. The exterior walls are finished in exposed brick. The central entrance hall on the ground floor is elevated with high steps and overhanging eaves. Above the entrance is a balcony enclosed by railings. The doors and windows are adorned with false columns and decorative lintels, giving the residence a dignified and elegant appearance within its own courtyard. The building is currently in good condition.
