Situated on Qilin Mountain in Tangtou Community, Donggang Subdistrict, Putuo District, the site was originally called Hengshan (Horizontal Mountain) but was renamed Qilin Mountain by General Xu Shiyou because it resembles a qilin. With a total area of over 300 acres, the mountain has long been a critical defensive location. In December 2004, the “Qilin Outpost” was named a Zhoushan Municipal Patriotic Education Base by the municipal Party committee and government, and in January 2005, it was further designated as a Provincial Defense Education Base by the People’s Government of Zhejiang Province. Since opening to the public in 2002, it has received nearly 150,000 visitors across 180 groups. Among them, 120,000 local students have been educated here, achieving significant social educational impact. The base features a 60-acre activity zone with flat terrain that can accommodate 11 types of outdoor activities simultaneously, including group challenges, wilderness camping, mountain biking, paintball shooting, basketball matches, boat racing, fishing, youth military training, cookouts, orienteering, and marine science expeditions. These activities are insured by Putuo Branch of Taiping Insurance. The camping area can safely host over 400 people (with space for 200 double tents), and is equipped with nearby tap water, electricity, and public sanitation facilities.

Established on June 15, 2005, Tangtou Community was formed by merging three administrative villages under the jurisdiction of Donggang Subdistrict: Tangtou Village, Tangtou Fishing Village, and Chahushuai Village. Located at the easternmost tip of Zhoushan Island, the community covers an area of 8.59 square kilometers, with a total of 1,348 households and a population of 3,782, including 653 residents aged 60 and above.
