The Site of the First Congress of the Communist Party of China in Zhejiang Province (Guanjian and Matougang Villages) is a Zhejiang Provincial Cultural Relics Protection Unit, a classic red tourism destination, and a patriotic education base.
From July 21 to 30, 1939, the Zhejiang Provincial Committee of the Communist Party of China held the first provincial congress in Fengwo Township (now Fengwo Town), Pingyang, southern Zhejiang. The meeting was attended by 26 delegates representing the provincial committee and various regions including southern Zhejiang, Chuzhou, Taizhou, Ning-Shao, Jin-Qu, and western Zhejiang, representing nearly 20,000 party members across the province. Liu Ying, on behalf of the provincial committee, delivered a political report and a written summary of the Party’s work in Zhejiang over the past two years. The congress conveyed the directives of the Sixth Plenary Session of the Sixth Central Committee of the Party and Zhou Enlai’s inspection of Zhejiang, passed a series of documents including the “Resolution on the Current Anti-Japanese War Situation and the Tasks of the Zhejiang Party,” elected a new Zhejiang Provincial Committee with Liu Ying as secretary, and selected 12 delegates including Liu Ying to represent Zhejiang at the Seventh National Congress of the Party. Some cadres from the Southern Zhejiang Special Committee and Pingyang County Committee, as well as branch secretaries and members from local villages, attended the closing ceremony. This congress was the only provincial-level meeting held by the Zhejiang Party organization during the democratic revolution period and holds special significance and an important place in the history of the Party in Zhejiang. The meetings were held in two locations: Guanjian and Matougang in Fengwo. The opening and closing ceremonies, the political report, and the first speeches took place at Guanjian, while group meetings, the second speeches, and elections occurred at Matougang.
The former site of the First Congress of the Communist Party of China in Zhejiang Province is located in Guanjian, Fenglin Village, and Matougang Village, Fengwo Town, Pingyang. Guanjian Mountain and Matougang face each other across a range of mountains, surrounded by peaks and situated in a strategically important location. Guanjian is located on the eastern mountainside, while Matougang is at the top of the western hillside, separated by Fenglin Stream, with about 3.5 kilometers between them. The Guanjian meeting site is a two-story wooden house with five rooms (commonly known as the New Building), belonging to Zheng Yongnuan’s family, facing south. The Matougang site is a nine-room single-story wooden house owned by the Weng Jizhong family. The west room was once used as Liu Ying’s office and bedroom, while the east side has a small door at the top that leads to the back mountain. In front of the house, the stream is deep and the ridge is steep; behind the house, ancient pines tower overhead, and not far away, there is also a hidden cave that can accommodate multiple people.
The former site of the First Congress of the Communist Party of China in Zhejiang Province is a key cultural relics protection unit of Zhejiang Province. It is part of the national classic red tourism destination—the Zhejiang South (Pingyang) Revolutionary Base Sites complex—and serves as a national patriotic education base and a Zhejiang Provincial Party history education base.
