The Public Leisure and Recreation Area is located between the Songyuan City Hotel and the former Songyuan City No. 0 Factory, occupying the contact zone between Ningjiang urban area and the Songhua River. It includes areas such as Binjiang Park, the riverside greenbelt, and Jiangxin Island. Across the globe, renowned cities share an inextricable and profound relationship with water—either built along rivers or nestled by the waterfront. Cities are made beautiful by rivers, and rivers are made famous by cities; countless examples abound, such as the Seine for Paris, the Thames for London, the Rhine for Berlin, the Hudson for New York, the Huangpu River for Shanghai, and the Pearl River for Guangzhou. Rivers have become vital components of these cities, serving as indispensable souls of their identities. In urban formation and development, rivers—as key resources and environmental carriers—are crucial to a city’s survival, constrain its growth, and significantly influence its style and environmental aesthetics. As such, planning for urban waterfront zones has become an essential and highlighted aspect of city planning for these metropolises.

Like many world-famous cities, Ningjiang urban area is also built along a river. Geographically speaking, it is undoubtedly a “riverfront city.” However, in reality, the “riverside” character of Ningjiang is not strongly felt. The urban area fails to harmonize with the Songhua River, and the river, in turn, does not complement the city. Outdated urban development concepts have led to a current state of defense, isolation, and opposition between Ningjiang urban area and the Songhua River. This runs counter to today’s global trends of promoting “eco-friendly cities,” “landscape-oriented cities,” and “water-friendly cities”—a notable shortcoming in Ningjiang District’s urban planning. It has now become urgent for Ningjiang District to further adjust its urban development philosophy and accelerate the planning and construction of its waterfront zones.
