The former site of the establishment of the 16th Route Army of the Liaoning People's Self-Defense Army is located in Hennan Village, the seat of the Donglai Township government in Tonghua County. After the September 18th Incident, as the Northeast fell under Japanese colonial rule, — rose to become the principal social contradiction. Under the call, assistance, and promotion of the Communist Party of China, anti-Japanese armed forces such as volunteer armies, salvation armies, and self-defense armies—composed mainly of patriotic officers and soldiers from the Northeast Army and widely joined by people from all walks of life—were established across the Northeast. This marked the beginning of the Chinese People’s War of Resistance Against Japan and the anti-Japanese guerrilla war in the Northeast. In the Tonghua area, it was the Liaoning People's Self-Defense Army led by Tang Juwu. On April 22, 1932, Sun Xiuyan, former deputy commander of the 2nd Infantry Regiment of the Liaoning Army, was the first to raise the banner of patriotic resistance in Tonghua County. He led Zhang Yuchen, Jiang Baikui, and others to Donglai Village in the Second District of Tonghua County, where they contacted the Big Sword Society led by Fei Dehai and Wang Mingzheng. They merged the Big Sword Society with the Donglai Village Self-Defense Corps to form an anti-Japanese force. Subsequently, through propaganda and mobilization, more than 100 members of the 36th Squadron of the Public Security Bureau and the First Security Sub-bureau in Liudaogou also joined the anti-Japanese army. Sun Xiuyan also sent people to contact and bring in the Big Sword Society of Gangu, while recruiting many local villagers and village defense militia, bringing the total number of his anti-Japanese troops to over 600. Not long after the formation of the force, in response to the call of Tang Juwu, commander-in-chief of the Liaoning People's Self-Defense Army, for joint resistance against Japan and a united front against the enemy, Sun Xiuyan’s unit was reorganized into the “16th Route Army of the Liaoning People's Self-Defense Army.” Sun Xiuyan served as commander, leading three regiments: the 46th and 47th regiments were infantry units, and the 48th regiment was a martial arts unit formed from the Big Sword Society. The army flag and soldiers’ armbands were inscribed with the eight characters: “Save the Nation, Protect the People, Kill the Enemy, Punish the Traitors.” The troops were highly motivated and had strong combat capability. In October 1932, after suffering defeat in battles against the Japanese puppet forces, the Liaoning People's Self-Defense Army collapsed, Tonghua fell, Sun Xiuyan disguised himself and entered the interior of China, and the unit was disbanded.
