Site of the Heili Conference

The Site of the Heili Conference is a classic destination for red tourism.

The Site of the Heili Conference is located in Huijiagou within the Heili Anti-Japanese Base Area, west of Mengjia Village in the northeast of Xinglin Town, nestled in the mountains more than 10 kilometers from the town government seat. It covers an area of 500 square meters, with a protected area also spanning 500 square meters. Established in July 1936 and put into use in July 1965.

After 1936, the First Route Army of the Northeast People’s Revolutionary Army continued to actively carry out anti-Japanese guerrilla warfare across various parts of southern Manchuria. Between January and May, it engaged in a series of battles in Tonghua, Huadian, Xingjing (Xinbin), Ji’an (Ji’an), and Benxi. While inflicting heavy blows on the Japanese puppet forces, the anti-Japanese troops also grew steadily in strength, effectively advancing the development of the anti-Japanese guerrilla movement in southern Manchuria. To timely review their work and define future tasks, the South Manchuria Special Committee of the Chinese Communist Party convened the Second Congress of the South Manchuria CPC in early July 1936 at Huijiagou in the Heili Anti-Japanese Base Area of Jinjiang County. Wei Zhengmin, Secretary of the East Manchuria Special Committee of the CPC and Political Commissar of the Second Route Army of the Northeast Anti-Japanese United Army, attended the meeting. He conveyed the spirit of the Seventh Congress of the Communist International and the directives of the CPC delegation. The congress passed a resolution to reorganize the First Route Army of the Northeast People’s Revolutionary Army into the First Route Army of the Northeast Anti-Japanese United Army. After the meeting, senior leaders of the East and South Manchuria Special Committees and the First and Second Route Armies of the Anti-Japanese United Army held a joint conference. They decided to merge the East and South Manchuria party organizations to form the South Manchuria Provincial Committee of the CPC, with Wei Zhengmin serving as the secretary and Yang Jingyu among 13 committee members. They also decided to merge the newly reorganized First and Second Route Armies of the Northeast Anti-Japanese United Army into the First Route of the Northeast Anti-Japanese United Army, with a total force of over 5,000 troops. Yang Jingyu was appointed Commander-in-Chief and Political Commissar. The Heili Conference was a significant event in the development of the CPC organizations in Jilin Province and the Northeast Anti-Japanese United Army. The formed South Manchuria Provincial Committee of the CPC was the first provincial-level leading body established by the Communist Party of China within Jilin Province. The formed First Route of the Northeast Anti-Japanese United Army became one of the most influential and combat-effective anti-Japanese armed forces under the leadership of our Party in the region. Under the command of the South Manchuria Provincial Committee and the valiant fighting of the First Route Army, the anti-Japanese guerrilla warfare in eastern and southern Manchuria quickly reached a new climax.

The site was excavated and placed under protection and utilization in July 1965. The mountainous vegetation in the area is well preserved.
