The North Mountain Site of the Hailar Fortress, a former Japanese military stronghold during the invasion of China, is located beneath a sacred mound in the northern part of downtown Hailar. The Hailar Fortress, also known as the Hailar Fortified Region, was one of the two largest among the 15 military installations established by the Kwantung Army of Japan along China’s northeastern border in preparation for an invasion of the Soviet Union (the other being the Dongning Fortress in Heilongjiang Province). The terrain around Hailar rises sharply to the west, north, and east, with the Aobao Mountain in the north serving as the highest point in the urban area. The fortress formed a tight defensive system, using resistance hubs as main defensive positions and auxiliary positions on high ground between these hubs for support. The Hailar Fortress primarily consisted of the Aobao Mountain and North Mountain positions, comprising both above-ground and interconnected underground sections, with the subterranean facilities extending 12 to 17 meters below the surface and constructed through underground excavation.
