Hailar Agricultural Development Park is a national AAAA-level tourist attraction.

Hailar Agricultural Development Park is located on Dongshan Mountain in Fengdou Town, covering an area of 10 square kilometers. Construction began in September 2007. The park is divided into five functional zones: production, living, leisure and vacation, export processing, and trade. It integrates planting, warehousing and logistics, export processing, tourism, and business training, and is a model of facility agriculture in China's cold northern regions.

Once completed, Hailar Agricultural Development Park will become a modern agricultural and eco-tourism complex integrating "industry, base, technology, and ecology" in one.

Hailar Agricultural Development Park in Hulunbuir City is located on Dongshan Mountain in Fengdou Town, covering an area of 10 square kilometers. The park consists of five functional zones: production, living, leisure and vacation, export processing, and trade. It integrates planting, warehousing and logistics, export processing, tourism, and business training, establishing a new socialist rural development model characterized by "agricultural production parkization and community-based management." Hailar Agricultural Development Park is a modern agricultural and eco-tourism complex integrating "industry, base, technology, and ecology," and is a national 4A-level scenic area.

The Hailar Agricultural Development Park project officially commenced construction on September 3, 2007, and was included in the key agricultural construction projects of Hulunbuir City. The planned land area is 10.77 square kilometers, with an estimated total population of about 70,000. The plan includes "one core, two axes, and six parks"—with the core being technological R&D, and the two axes being the horizontal development axis and the vertical landscape axis of the park. Based on surrounding transportation and natural environments, the park is divided into six areas: agricultural production park, technological R&D park, export processing park, logistics park, exhibition park, and eco-tourism park. It aims to become a leading modern agricultural science and technology demonstration park in the Inner Mongolia Autonomous Region. Hailar Agricultural Development Park has successfully applied for recognition as an autonomous region-level science and technology demonstration park and is currently applying for national-level recognition. On March 3, 2011, it was officially certified as a national 4A-level tourist attraction.

The Hailar Agricultural Development Park project is being built in three phases. The first phase, now completed, covers an area of 1.2 square kilometers, including the construction of 110 houses totaling 11,000 square meters; 409 greenhouses; 10,000 square meters of various types of intelligent greenhouses; the 10,000-square-meter Agricultural Charm and Prosperity Manor; as well as infrastructure such as roads, water supply, electricity, and heating. The second phase will officially commence in 2011, focusing on building two centers: a modern commercial logistics center, and an agricultural technology research, technical training, and agricultural product exhibition center; six core areas of modern agricultural technology demonstration, including protected vegetable cultivation, flower cultivation, potato seed potato cultivation, high-yield dairy cattle breeding, agricultural product processing, and sightseeing leisure agriculture resorts; six socialist new rural residential areas; and six farmer professional cooperatives, namely Hulunbuir Youlian Vegetable Farmers' Professional Cooperative, Hulunbuir Youhao Vegetable Farmers' Professional Cooperative, Hulunbuir Youhao Melon and Fruit Farmers' Professional Cooperative, Hulunbuir Fuqiang Flower Farmers' Professional Cooperative, Hulunbuir Muye Dairy Industry Cooperative, and Hulunbuir Youhao Potato Farmers' Professional Cooperative. The third phase will mainly focus on constructing agricultural product deep-processing projects and related supporting facilities.

The construction of the park has pioneered a new model for suburban agriculture. First, it addresses the transformation of "villages within cities," ensuring land supply for urban development. Second, it enables Hulunbuir’s most important vegetable production and export base to transition from extensive to intensive, efficient, and integrated production, science, and research models, fostering rapid development. Third, it resolves long-term livelihood issues for farmers, avoiding new social conflicts arising from land expropriation. Fourth, it rapidly improves farmers’ living standards, elevating the construction of new rural areas to a new level.

Once completed, the park will produce 180,000 tons of vegetables, 9 million flowers, and 900 tons of high-quality virus-free potatoes annually, generating an annual output value of 200 million yuan and increasing farmers’ annual net income by 120 million yuan. This truly urbanizes farmers’ lives while making production more intensive, technological, and industrialized, holding profound significance for effectively addressing the "three rural issues" (agriculture, rural areas, and farmers). At that time, the park will become a multifunctional facility in China’s cold northern regions that integrates industry, base, and scientific research with eco-tourism, establishing a new socialist rural development model of "agricultural production parkization and community-based management." It will be a top-tier, branded multifunctional park in the autonomous region, characterized by distinct features of cold regions, and combining modern agriculture, urban agriculture, tourism, local culture, ecological protection, and the construction of new socialist rural areas. Hailar Agricultural Development Park will become the largest agricultural product wholesale and export market in the western Hulunbuir region, a model demonstration area for the construction of new socialist rural areas and facility agriculture in Inner Mongolia, one of Hulunbuir’s key tourist attractions, and a golden leisure and vacation destination for urban residents in the western Hulunbuir region.
