Weng'an has been a settlement of ethnic minorities since ancient times. During the Yuan Dynasty, the tusi (native chieftain) system was implemented. In the 14th year of the Zhiyuan era (1277), the leader of Bozhou submitted territory in allegiance and was granted the title of Pacification Commissioner of Bozhou. In the 18th year, it was elevated to the Pacification Commission of Bozhou. In the 21st year, the Pacification Commission of Bozhou was downgraded to the Military and Civilian Pacification Commission of Bozhou, governing 32 local offices including the Old State Cao Tang (Pond), one of which was the Old State Cao Tang (Pond) Local Office located in Xiàsī of Cao Tang, now known as Hóuchǎng Village. In the 17th year of the Hongwu era of the Ming Dynasty (1384), the Cao Tang Local Office and others were elevated to the Cao Tang Pacification Commissioner's Office. The office building was later destroyed by fire, leaving only ruins. In May 2007, the main structure was restored and opened to visitors.
