In January 1940, after the “Shanxi Western Incident,” to consolidate the Taiyue District and enhance military strength in the area, the 386th Brigade of the Eighth Route Army along with the Special Operations Regiment of the headquarters moved into the Taiyue District. They coordinated with the 1st Column of the Death Volunteer Army to deliver a heavy blow to the Yan forces attacking Zhangjiadian, thus solidifying the base area of the Taiyue District. In June, in accordance with the decision made at the Licheng Meeting of the Northern Bureau, the Taiyue Military District was established, with the leadership body concurrently served by the 386th Brigade of the 129th Division of the Eighth Route Army, outwardly known as the Taiyue Column.

After its establishment, the military district successively participated in the “Hundred Regiments Offensive” and the Taiyue District’s winter anti-“mopping-up” operations. In 1942, the Taiyue Military District forces were involved in anti-“encroachment” struggles, as well as autumn anti-“mopping-up” operations in southern and northern Yue, and additional anti-“mopping-up” campaigns in spring, summer, and autumn, along with the Qinyuan Encirclement Campaign.

In its early days, the Taiyue District Committee was known as the Taiyue Special Committee, headquartered in Qin County, with An Ziwen serving as the committee secretary. In September 1939, it relocated to Baimu Village in Qinyuan County, and in April 1940, the “Taiyue District Committee” was officially established in Yanzhai Village, located in the natural village of Xiling under Yanzhai’s jurisdiction. The former site of the Taiyue District Committee of the CPC is an important modern historical relic and representative structure—a group of cave dwellings. Currently, six courtyards remain, with the first courtyard having six caves, the second three, the third three, the fourth four, the fifth two, and the sixth three, totaling 21 caves.
