Heiyanzi Town is located in the southern part of Fengnan District and is the site of two key projects in the district’s 11th Five-Year Plan: the Binhai Industrial Zone and Fengnan District Central Fishing Port. It is traversed by the Fengjian Highway, Coastal Highway, and Coastal Expressway, giving it a superior location and convenient transportation. The town covers a total area of 120 square kilometers and governs 9 administrative villages, with a total population of 20,000. In 2005, the town achieved a regional GDP of 510 million yuan, total fiscal revenue of 5.75 million yuan, agricultural output value of 590 million yuan, and an average per capita income of 4,280 yuan for farmers.

Heiyanzi Town is a major fishing hub primarily focused on marine fishing and both marine and freshwater aquaculture. The town has 655 fishing vessels and over 5,000 industry workers, with an annual marine catch totaling 39,000 tons. In recent years, following the development strategy of “ensuring stability through near-sea fishing and seeking growth through far-sea expansion,” the town has achieved coordinated development between near-sea and far-sea fishing operations.

To further strengthen the fishing industry, the town has made full use of its coastal resources, prioritizing the development of factory farming and shallow-sea aquaculture as key areas for industrial restructuring, thus achieving scaled development in seawater aquaculture. Currently, the town has 36,000 square meters of factory farming area, mainly cultivating high-value species such as Japanese flounder, turbot, pufferfish, and spotted halibut. Shallow-sea manila clam farming covers 16,000 mu and has become a signature leading industry for the town. This year, the town plans to build a new 500-mu factory farming park, adding 10,000 square meters of factory farming space, introducing efficient new species such as spotted halibut and half-smooth tongue sole, and expanding manila clam farming by an additional 10,000 mu. Additionally, fish breeding and seafood freezing and processing are also key strengths of the town. There are 70 fish breeding farms with a total water volume of 40,000 cubic meters, making it the largest shrimp and river crab breeding base in the country. The town also has 54 seafood freezing and processing plants, with a cold storage and processing capacity of 5,000 tons. Frozen seafood products such as octopus, mantis shrimp, and ark shell are mainly exported to the Japanese and South Korean markets, generating export earnings of 2 million US dollars in 2005.

Heiyanzi Town: A town under the jurisdiction of Fengnan City. Established as Heiyanzi Township in 1954, it was renamed Bijia Commune in 1961, then Heiyanzi Commune in 1965, and reverted to Heiyanzi Township in 1984 before becoming a town in 1988. It borders Ninghe County of Tianjin to the west and faces the Bohai Sea to the south, with a coastline stretching 23.5 kilometers.
