The Luanhe River, anciently known as the Nushui River, is one of the major rivers in North China. It originates from the northern foothills of Bayan Gultu Mountain in Zhangjiakou City, northern Hebei Province, flows northward into the Inner Mongolia Autonomous Region — this section is called the Shandian River. It then sharply turns southeast into northeastern Hebei Province and continues southeastward into the Bohai Sea. The river is 885 kilometers long in total, with a drainage area of 44,600 square kilometers, mostly within Hebei Province. Its main tributaries include the Wulie River and the Qinglong River. Where it crosses the Great Wall, it forms a mountain pass known as Xifengkou. The only major city it flows through is Chengde.
The scenery along the Luanhe River is picturesque. Li Daoyuan mentioned the “Qingchui Peak” by the Wulie River (a tributary of the Luanhe, known by its ancient name) in his work "Commentary on the Water Classic." The basin is rich in mineral resources such as iron, gold, and platinum, as well as coal and oil shale. It has abundant agricultural produce and is a famous production area for Chinese chestnuts and hawthorn fruits in China. Historical sites in the area include the Chengde Mountain Resort, the Outer Eight Temples, the Eastern Qing Tombs in Zunhua, the imperial hunting grounds, and the Great Wall.
The scenic area is located in the eastern part of Luan County, Tangshan City, and was established based on the comprehensive flood control project of the Luanhe River. The area covers 12.5 square kilometers, including 2 square kilometers of water surface, and is classified as an urban river-lake type water conservancy scenic area.
Through engineering measures such as dike reinforcement, river channel widening and dredging, and pollution interception and treatment, the management authority has raised the flood control standard of the dikes to a 50-year recurrence interval. A 6.6-kilometer-long waterfront cultural and ecological green corridor has been created along the river, laying the foundation for the development of the water conservancy scenic area. The area features multiple attractions such as the Zhan Tianyou Grand Iron Bridge, Ruyizhou Island, and Wenfeng Pagoda, showcasing the profound and splendid culture of the Luanhe River from various perspectives. It is a comprehensive scenic area that integrates ecological flood control and sightseeing.
