Luan County Cultural Park covers an area of 2.3 hectares, with a construction area of 5,450 square meters. The park adopts an axial layout, with its main entrance located on the east side. Along the axis from east to west, there is a gatehouse, the Avenue of Time, paper-cut sculptures, an underground video hall, an open-air theater, and the main building of the Youth Extracurricular Activity Center. The sides of the Avenue of Time are landscaped with shadow puppet-themed greenery, while the south, north, and west sides are connected to the main building of the Youth Extracurricular Activity Center, the underground video hall, and the open-air theater via a sunken cultural relief corridor. Hedges are planted around the park to form a linear green space.

The park uses tangible symbols such as cultural relics, calligraphy, steles, rubbings, and shadow puppets, along with performance art such as Pingju opera and modern technologies including sound, light, and electricity to recreate history, root itself in the present, and look toward the future. It is a public leisure space that embodies local historical and cultural characteristics, reflects the spirit of the times, and provides a harmonious and enjoyable environment for citizens and youth. It serves as a venue for extracurricular activities and historical-cultural education. In particular, the cultural relief corridor vividly showcases the history of ancient Luanzhou, highlighting three major themes: "An Ancient Land with a Long History," "A Renowned City of Brilliant Culture," and "The Cradle of Modern Industry." It reflects the long-standing humanistic history and rich cultural heritage of ancient Luanzhou, underscores its role as the starting point of Tangshan’s history, the origin of Tangshan’s culture, and a regional cultural hub where Central Plains culture and multi-ethnic cultures first converged and blended along the Luan River.
