Located to the west of the North River Park Visitor Center, it was built to commemorate Yang Sansao (nickname: Sanei), an extraordinary woman from Luan County during the Republican era who famously sued on behalf of her sister. The garden aims to promote fairness, justice, and social harmony. At its center stands a statue of Yang Sansao, reminding visitors of her pursuit of justice and courageous resistance; to her left is the "Three Gates" sculpture, to her right are three giant bowl sculptures, and at the far west is the "Melody of the Sea" sculpture. Their meanings are as follows: Yang Sanei’s legal battle went through three major court sessions — a long and arduous journey. People today should learn from this and uphold fairness, impartiality, and transparency so that unjust cases will no longer occur, and society can be as harmonious and beautiful as seagulls nestled with the sea. The garden also features a lilac garden planted with pine, cypress, wintersweet, and various colorful flowers, offering blooms in three seasons and greenery year-round. The layout is elegant and refined, also known as Harmony Square.
