Wenchang Pavilion in Encheng is a cultural heritage site protected at the provincial level in Shandong Province.

Wenchang Pavilion is located within the campus of Encheng Central Primary School (formerly the Second Middle School of Pingyuan County). It was first built in the 16th year of the Chenghua reign during the Ming Dynasty (1480 AD), boasting a history of over 500 years. It is among the first batch of municipal-level cultural heritage sites designated by the People’s Government of Dezhou City.

Dezhou Wenchang Pavilion

The pavilion is simple yet elegant, dignified and graceful, with an exquisitely crafted structure. It stands 12 meters tall and has two floors, facing south and sitting north. The entire building is constructed with a brick-and-wood structure. The lower floor is 15 meters square, supported around the perimeter by seven red-painted columns. The upper floor is 12 meters square, featuring twelve columns and a hexagonal structure with glass windows. Each floor is 2 meters high, and between the two levels, the upturned eaves and flying corners give it a soaring appearance. The carved dragon heads on the four corners are vivid and lifelike. The dome is covered with green glazed tiles, and atop the pointed roof stands a white spire shaped like a gourd. With a round top atop a square base, it forms a pyramidal shape, symbolizing the ancient concept of "the round sky and square earth." The surrounding area is enclosed by blue bricks laid flat to a height of 3.5 meters, with an additional 80-centimeter-high cross-patterned brick wall forming a square on top. Inside the pavilion enshrines the “Wenchang Emperor,” also known as the “God of Literature and Culture.” This deity, also referred to as the “Kui Star,” is a figure in ancient Chinese mythology who governs success, rank, and prosperity. In former times, intellectuals often worshipped the Wenchang Emperor, believing it would bring them academic and career success. In the northwest corner, there is a brick-built corner gate and gate tower. Entering through this leads to a ramp-like staircase. Ascending the steps allows visitors to enjoy the view from the railing while also paying homage to the “Wenchang.” According to the Annals of En County, after renovations during the Qing Dynasty, the southern pavilion and northern tower (used for book storage) formed their own courtyard, surrounded by towering ancient trees — a truly spectacular sight. Therefore, scholars and literati from old Encheng would visit the pavilion to worship the Wenchang Emperor before taking imperial examinations, praying for good fortune.

Due to erosion from rain and wind, and years of neglect, the pavilion’s roof collapsed, walls cracked, tiles were damaged, painted designs faded, and the brick-and-wood structure severely deteriorated. In 1991 and 2005, the county Party committee and government carried out restoration work twice, bringing back Wenchang Pavilion’s former glory. Visitors can climb the steps to enjoy panoramic views, lean on the railings to pray, and take in the sights of surrounding villages, farmland, rivers, and trees spanning over ten square miles — a truly refreshing experience.

Encheng Town: Encheng Town was established during the Spring and Autumn Period and was originally called Beizhou. In the 8th year of the Qingli reign during the Song Dynasty (1048 AD), it was renamed Enzhou. In the 7th year of the Hongwu reign during the Ming Dynasty, the status of the prefecture was reduced to a county, named “En County,” and the county seat was moved to Xuguan Town. During the Anti-Japanese War, it was under the jurisdiction of the Second Special District of Southern Hebei. In 1956, the county was abolished and replaced with Encheng Town. In 2000, during a township merger, the former Shipipu Township was incorporated into Encheng Town. The current jurisdiction covers a total area of 105 square kilometers, with 99 natural villages and a total population of 56,700. Encheng Town is located 15 kilometers due west of Pingyuan County.
