Liaohe Water Conservancy Scenic Area in Jining

The Liaohe Water Conservancy Scenic Area is a national AAA-level tourist attraction and a national water conservancy scenic area.

The Liaohe Water Conservancy Scenic Area is located in the High-Tech Zone of Jining. It is built around the Liaohe River and its connected lakes — Yinlong Lake, Huifeng Lake, Xiangyun Lake, Hui cui Lake, and Zhixin Lake — and is classified as a natural river and lake-type water conservancy scenic area. The scenic area spans 4 square kilometers, with water bodies covering 0.524 square kilometers.

The Liaohe River stretches 7.566 km from 200 meters north of the Deyuan Road Bridge in the north to the Jizhou Highway (S342) in the south. As an important tributary of the Sihe River for flood discharge and drainage, the Liaohe River flows into the main stream of the Guangfu River downstream, with a total river length of 25.0 km and a drainage basin area of 208.2 km². The terrain of the Liaohe River basin is higher in the north and lower in the south, higher in the east and lower in the west, with the highest elevation exceeding 46.0 meters and the lowest below 37.0 meters. The land slope is approximately 1/1700. It serves as a major flood drainage channel in the region, with a perennial static water storage capacity of 500,000 cubic meters. The five lakes — Yinlong Lake, Huifeng Lake, Xiangyun Lake, Hui cui Lake, and Zhixin Lake — are connected to the Liaohe River and are distributed along both sides of the river. These lakes cover an area of 120,000 square meters with a combined water storage capacity of 300,000 cubic meters, providing foundational conditions for drought resistance, flood control, water storage, and ecological preservation.

The development structure of the Liaohe Water Conservancy Scenic Area revolves around the needs of high-tech industries while also considering the demands of central urban development in eastern Jining. It forms a layout characterized by “one axis, one belt, one ring, one river, five lakes, and four zones.” One Axis: Haichuan Road crosses the Liaohe River and serves as the main connecting axis between the Liaohe and the Science and Technology New Town. One Belt: The Liaohe River functions as the core ecological landscape of the new town, with its environment being the highlight of the urban design in the central area. One Ring: Making full use of the Haichuan Road axis and the Liaohe River landscape belt, it connects road and square greenery to form a continuous circular landscape system. One River, Five Lakes, Four Zones: “One River” refers to the Liaohe River; “Five Lakes” are Yinlong Lake, Huifeng Lake, Xiangyun Lake, Hui cui Lake, and Zhixin Lake; “Four Zones” include the Water Culture Leisure Zone, Ecological Protection Experience Zone, Urban Landscape Exhibition Zone, and Rural Nostalgia Zone. Together, they form a complete and ecologically beautiful water conservancy scenic area.

Approved as the 13th batch of Shandong Provincial Water Conservancy Scenic Areas in 2013, and as the 14th batch of National Water Conservancy Scenic Areas in 2014.
