The site of the First Congress of Workers, Peasants, and Soldiers of Taining County is located at Xiaodongmen on Huancheng Road, Shan Cheng Town, Taining County.

After the victory of the Fourth Counter-Encirclement Campaign in the Central Soviet Area, military pressure in Jian, Li, Tai counties and adjacent areas eased, and the agrarian revolution in this region flourished. In early May 1933, the First Provisional Congress of Workers, Peasants, and Soldiers of the Min-Gan Provincial Soviet was held in Hufang, Lichuan County, officially establishing the Min-Gan Provincial Soviet in the Central Soviet Area. As one of the counties under the Min-Gan Provincial Soviet, Taining County had, by the end of September, elected county- and district-level workers-peasants-soldiers representatives and convened a district representatives meeting. On October 25, the First Congress of Workers, Peasants, and Soldiers of Taining County grandly opened at the City God Temple. The venue was solemnly and tastefully arranged, with portraits of Marx and Lenin hanging at the center of the stage, couplets on both sides reading “Follow the doctrines of Marx and Lenin; Let power belong to workers and peasants,” and a door couplet that read “Smash the old society into smithereens; Build a bright new society.” Peng Dehuai, commander of the Third Red Army Corps, attended and delivered a speech. By anonymous vote, the congress elected Yang Zhihe as the first chairman of the Taining County Soviet Government. With this, the Soviet governments at the county, district, and township levels in Taining County were fully established, paving the way for the Min-Gan Provincial Soviet Congress held at the Confucian Temple in Jianning County on December 2, and marking a further consolidation and improvement of the red political power in Taining County.

The site of the First Congress of Workers, Peasants, and Soldiers of Taining County was originally the City God Temple of Taining County. After the start of the Cultural Revolution in 1966, the temple was completely demolished during the campaign to “smash the Four Olds.” It later served as the office site for the county food factory and the county procuratorate.

Established as Chengguan Town in 1956, renamed Hongqi Commune in 1958, changed to Chengguan Commune in 1961, and upgraded to a town in 1984.
