The Former Site of the Political Department of the First Army Group (East Route Army) of the Chinese Workers’ and Peasants’ Red Army is a classic red tourism attraction.

The Former Site of the Political Department of the First Army Group (East Route Army) of the Chinese Workers’ and Peasants’ Red Army (Unity Building of the Zhangzhou Municipal Committee) is located at the southern foot of Zhishan Hill on Shengli West Road in Xiangcheng District, to the north of the Red House on Zhishan Hill. Originally, this building housed the clergy and senior teachers of the Xiamen Xunyuan Middle School, run by missionaries. It was well-equipped with electric lights, telephones, pianos, steel-frame beds, and a full set of high-end sanitary facilities. It now serves as the office building of the Cryptographic Bureau of the Zhangzhou Municipal Committee, covering an area of nearly 200 square meters. The two-story Western-style building faces east and is situated to the west. It is a municipal-level cultural relics protection unit.

On April 20, 1932, the East Route Army of the Central Red Army captured Zhangzhou, and the Political Department of the East Route Army was stationed here. Luo Ronghuan, Song Renqiong, and others worked and lived in this building. Here, Luo Ronghuan deployed all cadres of the Political Department and the propaganda team to spread out across the streets and alleys of Zhangzhou, posting notices and slogans, giving speeches, and promoting the policies and propositions of the Red Army. They organized troops to mobilize the masses, crack down on local tyrants, raise funds, expand the Red Army, strengthen the political and ideological development of the troops, and at the same time helped the local Party organizations in southern Fujian establish revolutionary local governments and develop armed struggle.
