I. General Overview

The enterprise is located near the Memorial Park of the Fourth Detachment of the New Fourth Army’s Eastward Expedition Against Japan. It is an agricultural industrialization leading enterprise jointly introduced by the Hefei New Fourth Army Research Association and Bailong Town. The project aims to “promote red culture, develop green ecology, enrich the people in the old revolutionary base areas, and build a harmonious society.”

II. Development Status

Established in 2006, the enterprise relies on Hefei Xinshiye Co., Ltd. and adopts a company-plus-farmers model to vigorously promote fresh date cultivation. Following “pollution-free” production standards, the high-yield date orchard has reached 1,000 mu, with all products sold to major cities. Four product series—fresh dates, date wine, date-raised chicken, and date chicken eggs—have been developed and registered, among which “Zaotiancui” has been awarded the title of Hefei Famous Trademark. Integrating agritainment tourism with red tourism, the enterprise successfully held the “2009 Hefei·Bailong First Fresh Date Cultural Tourism Festival” on August 30, 2009, and developed special industries such as adoption, entertainment, sightseeing, and picking. The enterprise continues to strengthen industrial development efforts, having built a 2,000-square-meter greenhouse facility to enable fresh date viewing and picking in winter.

III. Support Policies

Jujube trees have strong adaptability and are particularly suitable for the climate, soil, and water conditions of the Jianghuai Watershed region. On average, 110 jujube trees can be planted per mu, bearing fruit within two years and reaching full production after three years. Typically, each tree yields about 10–20 jin, with per-mu yield reaching 1,500–2,000 jin. At a market price of 5 yuan per jin, the per-mu income will reach 7,000–10,000 yuan, several times higher than that of traditional one-oil-one-rice planting. To encourage large-scale planting by farmers, the government provides a subsidy of 10 yuan per jujube tree planted. The enterprise supplies seedlings uniformly and purchases the harvest, while also offering free technical guidance and services.

Bailong Town’s fresh jujube industry has grown from nothing to something, expanding gradually and is expected to eventually form a 10,000-mu jujube orchard. The industry is now increasing its promotional efforts, expanding rapidly in scale, and striving to grow stronger, aiming to become a nationally renowned, Anhui top-tier, and Hefei standout initiative.

Bailong Town: Located on the Jianghuai Watershed, Bailong Town is an economic, cultural, and commercial hub in the northwestern part of Feidong County. The town covers a total area of 96.3 square kilometers, with a population of 38,000 and arable land of 54,000 mu. It governs 20 villages (residential communities). The central town area has a planned size of 5.2 square kilometers and a resident population of 12,000. In 2005, the town achieved a total industrial and agricultural output value of 140 million yuan, fiscal revenue of 2.71 million yuan, and per capita rural income exceeding 2,150 yuan.
