The former site of the Guangde 940 Factory from the Third Front Construction is located in Yuekchong, Qiancheng Village, Baodian Town, Guangde County, Xuancheng City, dating back to the contemporary era.

The ruins of the Baodian military factory, namely the State-owned 940 Factory (Limin Factory), are located in Yuekchong, Qiancheng Village, Baodian Town, Guangde County, Anhui Province. It is now a provincial-level cultural relics protection unit. In 1964, China carried out extensive infrastructure development in national defense, industry, transportation, and science and technology across 13 central and western provinces and autonomous regions. The military enterprise, the State-owned 940 Factory (Limin Factory), was built in early 1965 nestled against mountains and near water. Its production facilities, office buildings, and production-service supporting infrastructure covered a total construction area of over 190,000 square meters, employed approximately 1,800 workers, and produced more than 23 million rounds of military ammunition annually, making significant contributions to China’s national defense efforts.

In 1985, the 940 Factory (Limin Factory) was ordered to relocate and was merged into Nanjing Mint Co., Ltd. After the military factory relocated, the various remaining buildings and extensive areas of gray-blue brick Western-style architecture with similar aesthetics can still be widely seen. The clustered houses and networked village paths have become the most recent protected historical and cultural village heritage in Qiancheng Village, Guangde County. Since 2011, in order to build a better rural community, Qiancheng Village has carried out protective renovations on the legacy factory buildings of the military enterprise, unearthed the cultural heritage of military industry remnants, and turned it into a new highlight in developing a distinctive and beautiful countryside.

In 2012, the former site of the Guangde 940 Factory from the Third Front Construction was designated as part of the seventh batch of provincial-level cultural relics protection units by the People's Government of Anhui Province.

Protected Area: Extending three meters outward from the building itself.

Construction Control Zone: Outside the protected area, extending east and west along the road leading into Yuekchong to the edges of the mountains, south to the former factory exit guardhouse, and north to the former factory entrance guardhouse.

Qiancheng Village: Located to the south of Baodian Town, Qiancheng Village borders Sihexiang Township and Yangtan Township. The village covers a total area of 25.6 square kilometers, includes 21 natural villages and 42 villager groups, with a total population of over 3,500. It has 1,800 mu of arable land and 19,000 mu of mountainous land, including 8,000 mu of bamboo forests.

The village Party branch includes three sub-branches, with 74 current party members, including 10 female party members and 2 probationary members. The village currently has one specialized cooperative—the Guangde County Yujia Dam Bamboo and Wood Products Specialized Cooperative—with over 120 members, as well as 50 individual bamboo and wood processing households...
