The ruins of Shengguo Temple date from the Five Dynasties period to the Ming Dynasty, and are located to the west of Tiaozhou Bay between Jiangtai Mountain and Phoenix Mountain.

Shengguo Temple, also called Shengguo Temple, was originally named Chongsheng Temple. It was first built in the second year of the Kaihuang era under Emperor Wen of the Sui Dynasty, and was rebuilt during the Qianning era of Emperor Zhaozong of the Tang Dynasty by the Zen master Yuanzhu Wenxi. After the Southern Song court relocated southward, this site was designated as the Hall Command Office, and the temple was moved to Baojia Mountain. The Yuan Dynasty restored it to its original location, but it was destroyed during the Zhizheng era and rebuilt during the Hongwu era of the Ming Dynasty. Despite the many changes over time, the site retains a wealth of ancient relics and can be considered the most concentrated area of historical sites on Phoenix Mountain. Attractions include relief carvings of the Three Saints of the West, statues of the Eighteen Arhats, an inscription of the two characters “Zhong Shi” (Loyalty and Righteousness) handwritten by Emperor Gaozong of the Song Dynasty, Zhao Gou, as well as scenic spots such as Phoenix Pool, Fangguang Rock, and Moon Rock — a great spot for moon viewing.

Protected area: the current site area, extending northwest to the 140-meter contour line, with a total area of 36,169 square meters.
