The martyrs' cemetery was first built in March 1952. The villagers of Shizilu collected the remains of 21 martyrs who sacrificed their lives before liberation and established a martyrs' tomb on the western side of Lion Mountain, along with a 7-meter-high memorial monument. In 1966, the People's Committee of Zhenhai County relocated the tomb site to the foot of Mituo Mountain and rebuilt the martyrs' cemetery, covering an area of 60 square meters, with a 12-meter-high memorial monument and a wall niche for placing martyrs' urns. In the spring of 1978, due to the construction of the Shizilu Reservoir, the tomb site was moved again to Huanglang Mountain Ridge. In July 1988, it was designated as a county-level martyrs' cemetery by the People's Government of Zhejiang Province. In September 1992, it was listed as a moral education base for youth in Zhenhai District. In November 1996, it was announced as a district-level cultural heritage conservation unit.

The cemetery covers an area of 29,800 square meters and is divided into five terraces.

Gate Square: Covering an area of 1,800 square meters, it is adorned with cypress flower stands. On the west side is a one-story reception hall building, and on the east side is a one-story building for placing the urns of revolutionary cadres and management use, with a total floor area of 300 square meters, both of brick-concrete structure.

First Terrace: Features an "Arch Memorial Screen" that is 3.6 meters high and 7.5 meters wide, inscribed with the eight large characters: “生得伟大,死得光荣” (“Live a great life, die a glorious death”).

Second and Third Terraces: These are stairways planted with flowers and trees, and equipped with several stone benches for resting.

Fourth Terrace: Covers an area of 1,290 square meters and features a square memorial monument. The base of the monument occupies 100 square meters and the monument itself is 12 meters high, clad in silver-white granite. The inscription at the bottom reads “革命烈士永垂不朽” (“Eternal Glory to Revolutionary Martyrs”), written by former Defense Minister Zhang Aiping.

Fifth Terrace: Houses seven one-story brick-concrete buildings that serve as the Revolutionary Martyrs' Memorial Rooms, covering an area of 160 square meters. Inside, there are displays of the names of 170 martyrs from Zhenhai who sacrificed their lives since the First Revolutionary Civil War, as well as 194 non-local martyrs who died in Zhenhai. Exhibits also include portraits, personal belongings, and revolutionary stories of notable martyrs such as Hu Jiaoqin, Chen Shouchang, Li Xiamin, Jiang Ziying, Li Min, Zhang Kunzhai, and Zheng Jianhua. Additionally, the rooms house the urns of 48 martyrs.
