The Former Site of the Northern Bureau of the CPC Central Committee is a classic red tourism destination.

The Former Site of the Northern Bureau of the CPC Central Committee is a cultural relics protection unit in Tianjin. It is located at No. 19, Longtaili, Heilongjiang Road, Heping District, Tianjin. It is an ordinary two-story building. This was once the place where Liu Shaoqi, a major leader of the CPC, came to Tianjin to work and reside. After the Wayaobao Meeting in 1935, the CPC Central Committee assigned Liu Shaoqi to Tianjin to oversee the work of the Northern Bureau. At that time, Liu Shaoqi used the cover of being “Professor Zhou” from Nankai University to carry out his work here. He successfully led the Northern Bureau and Tianjin’s anti-Japanese salvation movement, developed the Party organization, and strengthened the anti-Japanese national united front. He also wrote many articles and works here that guided the Party’s work and struggles in the white areas.

In the spring of 1936, in order to implement the spirit of the Wanyao Fortress Meeting of the Party Central Committee, establish the anti-Japanese national united front, and completely transform the working line in the white areas, at the beginning of April, Comrade Liu Shaoqi was entrusted by the Party Central Committee to come to Tianjin as the Secretary of the CPC Northern Bureau. He set up the Northern Bureau headquarters on Shi Jiaoshi Road (now No. 19, Longtaili, Heilongjiang Road) in the French Concession, leading the anti-Japanese movement in North China. Under Liu Shaoqi’s leadership, the Northern Bureau was reorganized (the former Northern Bureau and the Hebei Provincial Committee shared the same leadership team). Peng Zhen served as the head of the Organization Department, and Chen Boda as the head of the Propaganda Department. Based on the central directives and the specific conditions of the northern provinces, Liu Shaoqi criticized and corrected the errors of the “Left” deviationist line, and provided specific theoretical, policy, and methodological guidance to the Party in the north.

On May 28, 1936, under the leadership of Comrade Shaoqi, thousands of students in Tianjin organized a massive anti-Japanese demonstration, which powerfully struck against the aggressive ambitions of Japanese imperialism and had a broad social impact. By the end of 1936, the number of Party members in the city increased from a few dozen to more than four hundred, which led to the extensive and in-depth development of Tianjin’s anti-Japanese salvation movement.

No. 19, Longtaili is a two-story building located on the street side between two alleys on the west side of Longtaili. The front and back doors of the first floor are interconnected. At that time, the ground floor housed the Huixingde Tailor Shop, while the second floor facing the street had three windows. The room behind the leftmost window was where Liu Shaoqi lived. He stayed there under the guise of a schoolteacher recuperating from illness. The room contained a wooden plank bed, a small square table, two rattan chairs, four wooden chairs, and a coal stove. Later, to match the occupant's identity, a large wardrobe was added. It is now a municipal-level cultural relics protection unit.
