The French Public Council Building

Introduction: The small Western-style buildings are the most representative architecture in Tianjin, just as siheyuan (courtyards) are to Beijing. Historically, Tianjin served as the seaport gateway to Beijing. During the most powerless period of the Qing government, many imperialist countries established concessions in Tianjin, leading to a sudden emergence of numerous Western-style buildings throughout the streets and alleys. The French Public Council Building is located at No. 22 Chengde Road, Heping District. Built between 1929 and 1931, it originally housed the administrative offices of the French Concession. The building features a French Classical Revival style, with its façade designed in a classical three-part composition: the top level consists of an entablature and parapet, the second level includes six Ionic columns forming a portico, and the ground floor has a central entrance with three arched gateways. The main body of the building is prominent, flanked symmetrically by two wings, giving the entire structure a dignified form and luxurious ornamentation. In 1945, the surrender ceremony of the Japanese troops stationed in Tianjin was held in front of this building. It now serves as the Tianjin Children’s Library.
